ගරු අබූබකර් අතම්බාවා මහතා,— රාජ්ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්යතුමාගෙන් ඇසීමට,— (1)
(අ) (i) කල්මුනේ මහනගර සභාව වර්තමානයේ මෙහෙයුම් ගැටලුවලට මුහුණදී ඇති බවත්;
(ii) අත්යවශ්ය යන්ත්රෝපකරණ, වාහන සහ තාක්ෂණික මෙවලම් හිඟය එම ගැටලු සඳහා හේතුවී ඇති බවත්;
(iii) එම අඩුපාඩුකම් හේතුවෙන් ඝන අපද්රව්ය කළමනාකරණය, මාර්ග නඩත්තු කිරීම්, ජලාපවහන කටයුතු සහ පොදු සෞඛ්ය සේවාවන් ඇතුළු මහජන සේවාවන් අඩාලවී ඇති බවත්;

(ආ) (i) ඉහත මහනගර සභාවේ යන්ත්රෝපකරණ හා ධාරිතා අවශ්යතා හඳුනාගැනීම සඳහා නිල ඇස්තමේන්තුවක් සකස් කර තිබේද;
(ii) එසේ නම්, එම ඇස්තමේන්තුව මඟින් හඳුනාගෙන ඇති අවශ්යතා කවරේද;
(iii) අවශ්ය සම්පත් ලබාදීම සඳහා සකස් කර ඇති කාලරාමුව කවරේද;
(iv) විධිමත් හා ස්ථිර සේවාවක් ලබාදීම තහවුරු කිරීම සඳහා මහනගර සභාවට අවශ්ය වාහන හා යන්ත්රෝපකරණ ලබාදීමට කඩිනම් හෝ දීර්ඝ කාලීන සැලසුම් සකස් කර තිබේද;

(iii) ප්රමාණවත් ප්රතිපාදන කල්මුනේ මහ නගර සභාව සතුව නොමැති බැවින්, පළාත් නිශ්චිත සංවර්ධන ප්රදාන සහ මුදල් අමාත්යාංශය මඟින් අවශ්ය ප්රතිපාදන සලසා ගැනීම සඳහා වූ ඉල්ලීම් පිළිවෙළින් නැඟෙනහිර පළාත් සභාව සහ මුදල් අමාත්යාංශය වෙත යොමු කර ඇත.
(iv) කල්මුනේ මහ නගර සභාවට, පළාත් නිශ්චිත සංවර්ධන ප්රදාන මඟින් නැඟෙනහිර පළාත් සභාව විසින් 2025 වසරේදී ඝන අපද්රව්ය කළමනාකරණ කටයුතු සඳහා වෙන් කරන ලද රුපියල් මිලියන 2.5ක මුදල සමඟ කල්මුනේ මහ නගර සභා අරමුදලින් රුපියල් මිලියනයක් යොදාගෙන ට්රැක්ටර් රථයක් මිලදී ගෙන ඇති අතරම 2026 වර්ෂයේදී ඝන අපද්රව්ය කළමනාකරණය සඳහා පළාත් නිශ්චිත සංවර්ධන ප්රදාන මඟින් වෙන් කරන ලද රුපියල් මිලියන 4ට රුපියල් මිලියන 3.5ක නගර සභා අරමුදල් යොදවා ට්රැක්ටර් රථ දෙකක් මිලදී ගෙන ඇත.
එසේම මුදල් අමාත්යාංශය මඟින් අවශ්ය ප්රතිපාදන ලබා ගැනීම සඳහා මුදල්, ක්රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්යාංශයේ භාණ්ඩාගාර ලේකම්ගේ අංක BD/GPS/13/03/2025 හා 2025.09.13 දිනැති ලිපිය මඟින් පළාත් පාලන ආයතනවල ට්රැක්ටර්, ගලිබවුසර්, බැකෝ යන්ත්ර, ත්රී වීලර්, ටිපර් රථ හා මෝටර් ග්රේඩර් ආදී වාහන අවශ්යතා කැඳවා තිබූ අතර, ඒ අනුව කල්මුනේ මහ නගර සභාවේ එම වාහන අවශ්යතාව ජාතික අය වැය දෙපාර්තමේන්තුව වෙත දන්වා ඇත.
