கௌரவ கனக ஹேரத்,— ஆரம்ப கைத்தொழில்கள் மற்றும் சமூக வலுவூட்டல் அமைச்சரைக் கேட்பதற்கு,—
(அ) (i) இலங்கையில் வாழும் மூத்த பிரசைகளுக்கு (60 வயதைக் கடந்தவர்கள்) அரசாங்கத்தினால் வழங்கப்படும் நலனோம்புகை வசதிகள் யாவை;
(ii) 2001 மற்றும் 2011 ஆம் ஆண்டுகளில் இலங்கையில் மூத்த பிரசைகளின் சனத்தொகை வீதம் ஒவ்வொரு வருடத்திற்கு ஏற்றவாறு எவ்வளவு;
(iii) எதிர்வுகூறல்களுக்கேற்ப 2021 ஆம் ஆண்டில் இவ்வீதம் எவ்வளவாக காணப்படும்;
(iv) இலங்கையில் மூத்த பிரசைகளின் வீதம் வருடாந்தம் துரிதமாக அதிகரிக்கின்றதென்பதை அவர் அறிவாரா;
(v) ஆமெனில், அதிகரிக்கும் இந்த மூத்த பிரசைகளின் பாதுகாப்பிற்கும் நலனோம்புகைக்கும் ஏதேனும் நிகழ்ச்சித்திட்டம் நடைமுறைப்படுத்தப்பட்டுள்ளதா;
என்பதை அவர் இச்சபைக்கு அறிவிப்பாரா?
(ஆ) (i) மூத்த பிரசைகளுக்கு வழங்கப்படும் சிரேஷ்ட பிரசைகள் அடையாள அட்டையின் மூலம் அரசாங்கம் எதிர்பார்க்கும் சலுகைகள் நிறைவேற்றப்படுகின்றதா என்பதையும்;
(ii) மூத்த பிரசைகளின் நிலையான வைப்பிலிருந்து அறவிடப்படும் வரியிலிருந்து இவர்களுக்கு விலக்களிப்பதற்கு உங்கள் அமைச்சு தலையிடுமா;
என்பதையும் அவர் இச்சபைக்கு அறிவிப்பாரா?
(இ) (i) இலங்கையில் உள்ள வயோதிபர் இல்லங்களின் எண்ணிக்கை யாது;
(ii) இந்த வயோதிபர் இல்லங்களின் தரத்தை நிர்ணயிப்பதற்காகப் பயன்படுத்தப்படும் அளவுகோல்கள் யாவையென்பதையும்;
அவர் மேலும் இச்சபைக்கு அறிவிப்பாரா?

(a) (i) There are various welfare facilities provided by the Government for the adults (over 60 years) in Sri Lanka by the National Secretariat for Elders for the elderly people, and they are as follows:
1. Providing the senior citizen allowance of Rs. 2,000/=
2. Development of elders by empowering the elders' committees.
3. Issuing publications related to the elders' subject.
4. Issuing Identity Cards for senior citizens.
5. Conducting training, awareness and research programmes.
6. Commemorating the International Day for Elders.
7. Conducting medical camps and providing eye lenses and hearing aids.
8. Activities for the maintenance of elders' homes.
9. Providing access to justice for the destitute elders who are abandoned by their children.
10. Constructing new elders' homes.
11. Maintaining elders' homes.
12. Providing assistance for day centres for elders.
13. Revolving loan programme.
14. Providing medical assistance.
15. Providing self-employment assistance.
16. "Wedihiti Awarna Kepakaru" Sponsorship Scheme.
17. Maintaining elders care service.
18. Intervening the telephone service related to the elders' issues.
19. Implementing 'Aththamma' catering restaurant project.

(iii) The projection was not done for 2021 and elder population in 2022 will be 3,766,743 (17%).
(iv) Yes.
(v) Welfare programmes are implemented for elders who are annually increasing, by the provisions allocated annually and in addition to this, it is scheduled to implement many elderly welfare programmes for the security of the increasing elders by Social Security Fund. [Programmes, which are being implemented are given in Answer (a) (i)]
(b) (i) Yes. As cited in the Protection of the Rights of Elders Act, No. 9 of 2000, the expectation of issuing Identity Card for every elder is to facilitate the receipt of the benefits and concessions available to the elders in both public and private sector services. This Identity Card provides the facilities of obtaining the priority in gaining the services in public institutions including health, transport, postal, pension, bank service, police and legal advice.
(ii) The elders, those who have obtained the Identity Card for the elders, are exempted from the taxes imposed on fixed deposits for senior citizens.
(c) (i) · Number of elders' homes - 306
· Number of government elders' homes - 06
(Mirigama, Anuradhapura, Jaffna, Kataragama, Galgamuwa and Malwathuhiripitiya)
· Non-government elders' homes - 300
(ii) The standard of elderly care for elders' homes 1506 : 2015 issued by the National Secretariat for Elders and Sri Lanka Standards Institution is used. I table Annex 01*
The series of regulations have been prepared for protecting the standard of elders.
Further, it is planned to grade and standardize all the elders' homes in 2019 and to give these elders' homes to a new registration under the National Secretariat for elders.
