Hon.Vijitha Herath,— To ask the Minister of Public Administration and Management,—
(a) Will he inform this House—
(i) whether promotions have been given contravening the approval of the Public Services Commission with relevance to the promotion of officers to the special grade as per the Sri Lanka Accountant’s Service Minutes published by Gazette Extraordinary No.1670/33 dated 10.09.2010;
(ii) whether a request has been made by the Secretary to the Ministry of Finance regarding the provision of special grade promotions to officers without post graduate qualifications;
(iii) if so, of the aforesaid period;
(iv) whether the Public Services Commission has granted the approval required;
(v) whether 82 officers have been called for the said interview;
(vi) whether a register including the names of officers who belonged to the particular period approved by the Public Services Commission, and another including the names of those who do not belong to the particular period, will be submitted;
(vii) whether these officers have been promoted to the special grade;
(viii) if so, of the effective date of the said promotions;
(ix) of the officers who should be held responsible if promotions have been given contravening the regulations stipulated by the Public Services Commission;
(x) of the steps that will be taken regarding these officers;
(xi) of the steps that will be taken on behalf of the officers who were subjected to injustice due to not been promoted?
(b) If not, why?

(vi) ඉහත අංක (III)හි සඳහන් ආකාරයට විශේෂ ශ්රේණියට උසස්වීම් ලබා දීමට රාජ්ය සේවා කොමිෂන් සභාව විසින් අනුමැතිය ලබා දී ඇත. එහෙත් විශේෂ ශ්රේණියට උසස් කිරීම සඳහා අයදුම් පත් කැඳවීමේදී, අයදුම් පත් කැඳවීමේ නිවේදනයට සේවා ව්යවස්ථාවේ 10.3.1හි සඳහන් සුදුසුකම් ඇතුළත් කර අයදුම් පත් කැඳවීමට නියෝග කරමින් රාජ්ය සේවා කොමිෂන් සභාව විසින් අයදුම් පත් කැඳවීමේ නිවේදනය අනුමත කර ඇත. (ඇමුණුම III) එබැවින් එම අවස්ථාවේ විශේෂ ශ්රේණියට උසස් වීම් සිදු කිරීමේදී එකම නිර්ණායක අනුව සිදු කර ඇත. ඒ අනුව ලේඛන 02ක් නොමැති අතර එක් ලේඛනයක් පමණක් ඇත. විශේෂ ශ්රේණියේ සම්මුඛ පරීක්ෂණය සඳහා කැඳවීම් ලද එම නිලධාරින්ගේ ලේඛනය ඇමුණුම IV යටතේ දක්වා ඇත.
(vii) මේ වනවිට ඉන් නිලධාරින් 67 දෙනෙකු විශේෂ ශ්රේණියට උසස් කර ඇත.
(viii) ඒ අනුව 2012.06.30 දින සිට ක්රියාත්මක වන පරිදි ඇමුණුම IVහි සඳහන් නිලධාරින් අතුරින් විසිදෙනෙකු (20) විශේෂ ශ්රේණියට උසස් කර ඇත. (ඇමුණුම V) ඇමුණුම IVහි සඳහන් නිලධාරින් අතුරින් 47 දෙනෙකු එම නිලධාරින් සුදුසුකම් සම්පූර්ණ කරන දින සිට විශේෂ ශ්රේණියට උසස් කර ඇත. (ඇමුණුම VI)
(ix) රාජ්ය සේවා කොමිෂන් සභාවේ නියමයන්ට පටහැනි ලෙස උසස්වීම් ලබා දී නැත.
(x) අදාළ නොවේ.
