Public Officials Visiting Parliament

A guideline that explains the security arrangements and facilities for public officials visiting the Parliamentary Complex on duty.

Timely Arrivals

For officials attending committees or discussions, please arrive at Parliament early to avoid delays. Multiple meetings often occur simultaneously, causing potential holdups at the main entrance due to security checks.
To ensure smooth entry, reach the Pass Counter at the Main Entrance at least 30 minutes before your scheduled meeting. This helps prevent unnecessary delays and ensures you arrive on time for your official duties.

Easy Access Passes

Issuance of Annual/ Daily Entrance Passes to facilitate the Public Officers, who frequently visit Parliament for official purposes.

Annual passes for Secretaries to the Ministries

Annual passes are issued to Secretaries to the Ministries. These passes allow entry to the Public Officials' Box on Sitting Days, participation in Parliamentary Committees, and other official purposes. Each Secretary to the Ministry receives an Annual Pass including following Facilities:

  • Access to the vehicle
  • Access to the Public Officials’ Box
  • Access to the Committee Rooms
  • Access to the Member’s Guest Dining Room

An application authenticated by the relevant Secretary to the Ministry should be submitted to the Serjeant- at - Arms for these passes to be issued.

Obtaining Daily Passes

In addition to the officials, who utilize the passes indicated in the above paragraphs, a letter with the recommendation of the relevant Secretary to the Ministry should be submitted to the Serjeant-at-Arms through the relevant office of the Parliament to issue the daily passes valid for the specific date, by the Public officials, who visit for;

  • Entering the Public Officials’ Box
  • Accessing the Parliament Gallery, Ministers’ Room, or other official areas
  • Attending Parliamentary Committee meetings or other official purpose

Sending Documents for Public Officials Visiting Parliament

For committee meetings, submit details to the Serjeant-at-Arms with a recommendation from the Committee Secretary or Assistant Director (Administration). This ensures smooth processing. To avoid issues please note:

Submit Following Details to the relevant office / Section, correctly:

  • Name of the Committee
  • Venue and the time of the Committee
  • Name list of Participant/s with their designation, NIC Number and Vehicle Numbers

Check receipt by contacting relevant office.
Send all relevant details at least one working day in advance.

Vehicles Carrying Public Officials into the Parliamentary Complex

Vehicles with drivers carrying public officials for official purposes are allowed into the Parliamentary Complex, subject to security requirements.

  • Public officials' vehicles can enter only through the Main Entrance at Jayanthipura.
  • At Jayanthipura Main Entrance checkpoint, the vehicle will undergo a security check. Public officials do not need to alight from the vehicle at this point.
  • All items in the vehicle will be checked. To ensure a smooth security process, avoid bringing tools, instruments, equipment, travel bags, and other non-essential items. Only bring documents relevant to your visit.
  • After the security check, Police Officers will direct the vehicle to the Public Entrance of the Parliament building.
  • At the Public Entrance, public officials will be directed to the Public Officials' Reception. Chauffeur-driven vehicles will be directed to park at Jayanthipura or another designated parking area.
  • Facilities have been made available to call the vehicle back on departure.
  • At the end of official businesses, either the Main Entrance at Jayanthipura or exit routes via Nugasevana or Pinniyara coold be used.
  • However, if the vehicle is driven by the officer himself or herself, the vehicle has to be parked at the Vehicle Park at Jayanthipura and the officer should reach the Pass Counter at the Main Entrance. After fulfilling the identification requirements at this point, the shuttle bus service of Parliament could be used to reach the Parliamentary Complex.

Issuing of Coloured Temporary Passes and Security Measures

Public officials must confirm their identity by handing over their National Identity Card, valid Driving License, valid Passport, or an official identity card issued by their institution. If they have an entrance pass from the Serjeant-at-Arms, they should also present this to the receptionist at the Public Officials’ Reception Counter.

The receptionist will document the relevant information, retain the identity document, and issue a Coloured Temporary Pass. Upon departure, public officials can retrieve their identity document by returning the pass.

All public officials will undergo a body search when entering the Parliament Building. Their documents and bags will also be searched. Public officials are kindly requested for their cooperation with the security authorities.

Adhering to Parliament's security measures is essential.

Bringing Electronic Devices into the Parliament Building

If permission is granted, you'll receive an annual pass valid for the current year. Bring this pass with you on each visit to avoid delays.

Laptops, tablets, and iPads can be brought into the Public Officials’ Box if essential. Submit a completed application form to request this facility. Mobile Phones should be kept silent mode inside the Public officials, Box.

For committee meetings or other official needs, laptops, tablets, and iPads are allowed with prior permission. Submit the relevant form for approval.

All passes are issued by the Serjeant-at-Arms, Deputy Serjeant-at-Arms, or Assistant Serjeant-at-Arms.

Accessing Official Areas

To enter the Parliament Gallery or Ministers’ Room or any other place on official basis or, to participate in Parliamentary Committee Meetings, other committee meetings, or for any other official purpose, the necessary arrangements will be made by the Serjeant-at-Arms/Deputy Serjeant-at-Arms/ Assistant Serjeant-at-Arms to issue the information pertaining to the aforesaid entrance passes and provide instructions to;

  • Parliament Police
  • Reception Counters
  • Parliament Security Officers

Use of Public Officials’ Box or the Official Gallery

Every officer who enters to the Public Official’s Box or the Official Gallery must carry a pass issued by Serjeant – at – Arms to the respective place.

Any request to access the Public Officials’ Box or the Official Gallery should be forwarded to the Serjeant-at-Arms through the respective Secretary or Additional Secretary to the Ministry.

Since there are limited seats available in the Public Officials’ Box, please note to make sure your request includes a priority list based on official need.

When using the Public Officials’ Box, dress appropriately and follow the roles. These roles are also mentioned on the day-pass and displayed inside the Box.

For the convenience of the Public Officials, fax facilities are available inside the Box while telephone facilities are made available at the lobby outside the Box. While the officials remain in the lobby, it is essential that they do not act in any manner that might disturb the Members of Parliament. It is also essential that they refrain from entering the lobbies located on either side of the Chamber since those are reserved for the use of Members of Parliament only.
