Hon. Nalin Bandara Jayamaha,—To ask the Minister of Lands and Parliamentary Reforms,—
(a) Will he inform this House,—
(i) whether the 370 acres land which belongs to the Land Reform Commission, situated in Punnakuda village in Eravur area in Chenkallady Divisional Secretariat Division in Batticaloa District has been kept for a long period of time without being utilized for any development activity, any construction work or as an unoccupied land;
(ii) whether this land has been identified with the knowledge of the Divisional Secretary to set up an industrial zone;
(iii) Accordingly, whether a request has been made from the Land Reform Commission to legally convey this land to the Board of Investment of Sri Lanka to establish an Industrial Zone;
(iv) whether the Board of Investment of Sri Lanka has assigned to Lanka Hydraulic Institution the task of conducting the preliminary study requires to establish an investment zone in the aforesaid land, at a cost of 38 million rupees;
(v) whether a group of persons have cut down palmyrah trees in the aforesaid land and have started to construct permanent buildings by now having erected fences without obtaining permission; and
(vi) the reason for not taking action by the relevant authorities to remove the unauthorized constructions?
(b) If not, why?

(අ) (i) ඉඩම් ප්රතිසංස්කරණ කොමිෂන් සභාව සතු, ප්රමාණයෙන් අක්කර 375 රූඩ් 3 පර්චස් 5.16කින් යුතු මෙම ඉඩම ජනවාර්ගික යුද්ධය පැවති සමයේදී කිසිදු කාර්යයක් සඳහා යොදා ගත නොහැකිවීම හේතුවෙන් පදිංචිකරුවෙකු නොමැතිව සංවර්ධන කටයුත්තකින් හෝ ඉදිකිරීමකින් තොරව පැවතී ඇත.
නමුත් 2014.07.14 දිනැතිව ශ්රී ලංකා ආයෝජන මණ්ඩලය විසින් කරන ලද ඉල්ලීමක් මත මෙම ඉඩමෙන් අක්කර 345 රූඩ් 0 පර්චස් 23.4 ක ප්රමාණයක් කර්මාන්තපුරයක් ආරම්භ කිරීම සඳහා ලබා දීමට අදාළ කටයුතු මේ වන විට සිදුකරමින් පවතී.
(ii) මෙම ඉඩම කර්මාන්තපුරයක් ආරම්භ කිරීම සඳහා ශ්රී ලංකා ආයෝජන මණ්ඩලය වෙත ලබා දීම සම්බන්ධයෙන් ප්රාදේශීය ලේකම්වරයාගේ මැදිහත්වීමක් සිදුවී නොමැත.
ගරු මන්ත්රීතුමනි, මේ ඉඩම ඉඩම් ප්රතිසංස්කරණ කොමිෂන් සභාව සතු ඉඩමක් නිසා ප්රාදේශීය ලේකම්වරයාගේ නිර්දේශයක් ඒකට අවශ්ය වන්නේ නැහැ.
(iii) ඔව්.
(iv) නොදනී.
(v) ඉඩම් ප්රතිසංස්කරණ කොමිෂන් සභාවට අයත් මෙම ඉඩමේ ඇතැම් කොටස් ඇතැම් පුද්ගලයන් විසින් නිත්යනුකූල නොවන ඔප්පු සකසා විකිණීම සිදුකොට ඇති අතර, 2017.01.16 දින සිට බොහෝ ඉඩම් කොටස් අනවසර අල්ලා ගැනීම් සඳහා බඳුන් වී ඇත. මෙම අනවසරකරුවන්ගේ ක්රියාකාරිත්වය පාලනය කළ නොහැකි තත්ත්වයේ පැවති අතර, ඔවුන් විසින් තල් ගස් කපා දමමින් ස්ථිර හා තාවකාලික නිවාස ඉදිකිරීමේ කටයුතු සිදුකර ඇත.
(vi) මෙම අනවසරකරුවන් ඉවත්කිරීම සඳහා එරාවූර් මහේස්ත්රාත් අධිකරණයේ අංක 235/2017 දරන නඩුව පවරා ඇත.
