Hon. Anura Dissanayaka,— To ask the Minister of Finance,—
(a) Is he aware that—
(i) the particulars and the applications were called by the letter No. 7/2012, dated 14.02.2012 of Personnel Manager, in order to absorb the out-sourced office assistants who are employed in National Savings Bank to its permanent cadre;
(ii) the Institute of Bankers of Sri Lanka held an Examination on 18.03.2012 in that regard; and
(iii) 218 persons who had fulfilled necessary qualifications sat for the aforesaid examination?
(b) Will he inform this House—
(i) whether performance assessment records were called from the heads of the sections and the branches where they worked, so as to absorb the individuals those who passed the examination to the permanent service;
(ii) if so, when such records were called;
(iii) of the measures that have been taken based on the aforesaid records; and
(iv) of the date on which the aforesaid employees will be absorbed into the permanent cadre?
(c) If not, why?

(අ) (i) කුලී පදනම මත බාහිර මිනිස්බල සැපයුම් ආයතන මඟින් බැංකුවට අනුයුක්තව සේවය කළ කාර්යාල කාර්ය සහායක ඇතුළුව සියලුම සේවා කාණ්ඩ පිළිබඳ (ආරක්ෂක සේවාවන් හැර) විස්තර සේවක මණ්ඩල කළමනාකරුගේ අංක 07/2012 දරන 2012.02.14 දිනැති උපදෙස් ලිපිය මඟින් ආකෘති පත්රයකට අනුව කැඳවා ඇත.
(ii) කාර්යාල කාර්ය සහායක තනතුරෙහි 2012.02.28 දිනට වසර 03ක සේවා කාලයක් සම්පූර්ණ කරන ලද හා අධ්යයන පොදු සහතික පත්ර (සාමාන්ය පෙළ) විභාගයට පෙනී සිට ඇති සේවකයින් කොන්ත්රාත් පදනම මත කාර්යාල කාර්ය සහායක තනතුරට බඳවා ගැනීම සලකා බැලීම පිණිස ශ්රී ලංකා බැංකුකරුවන්ගේ ආයතනය මඟින් 2012.03.18 දින ලිඛිත පරීක්ෂණයක් පවත්වන ලදී.
(iii) අවශ්ය අවම සුදුසුකම් සපුරා තිබූ 218දෙනෙකු ඉහත කී විභාගයට පෙනී සිට ඇත.
(ආ) (i) ඉහත සඳහන් සේවකයින් අනුයුක්තව සිටි අංශයන්හි අංශ ප්රධානීන්ගෙන්ද, ශාඛාවල කළමනාකරුවන්ගෙන්ද ඔවුන්ගේ ක්රියාකාරිත්වය ඇගයීම් පිළිබඳ වාර්තා කැඳවන ලදී.
(ii) සේවක මණ්ඩල කළමනාකරුගේ 2012.05.04 දිනැති ලිපිය මඟින් ඉහත අංක (ආ)(i)හි සඳහන් වාර්තා 2012.05.25 දිනට ප්රථම සේවක මණ්ඩල කළමනාකරු වෙත ලැබීමට සලස්වන ලෙස අදාළ අංශ ප්රධානීන් / ශාඛා කළමනාකරුවන් වෙත දන්වා ඇත.
(iii) මේ සේවකයින් සම්බන්ධයෙන් ඉදිරි පියවර ගැනීමට කටයුතු කර නොමැත.
(iv) එවකට කටයුතු කළ සභාපතිතුමා 2012.05.21 දින ඉල්ලා අස් වීමෙන් පසු නව අධ්යක්ෂ මණ්ඩලයක් ජාතික ඉතිරි කිරීමේ බැංකුවට පත් කරන ලද අතර, ඒ පිළිබඳව තව දුරටත් කටයුතු කර නොමැත.
(ඇ) පැන නොනඟී.
