1323/2025: Accessibility of University Programmes for Special Need Students

Hon. Sugath Wasantha de Silva,—To ask the Prime Minister and Minister of Education, Higher Education and Vocational Education,— (1)

(a) Will she inform this House —

(i) whether there  are facilities in the government university system for students with disabilities to pursue their courses;

(ii) whether adequate steps have been taken to promote alternative means of communication including Braille system, sign language and enlarged fonts;

(iii) if not, of the steps that are taken in that regard;

(iv) of the facilities that have been provided to students with disabilities when appearing for examinations;

(v) ​whether fair opportunities  have been established for students with disabilities in relation to their respective disabilities during examinations;

(vi) whether students with disabilities have the opportunity to answer examinations using computers in every university; and

(vii) of the steps taken to expand the facilities required for students with disabilities to use libraries?

(b) Will she also inform this House —

(i) whether  adequate accessibility facilities are there for students with disabilities in government universities;

(ii) if not, whether steps will be taken to expand accessibility facilities; and

(iii) whether provisions required for this purpose will be allocated in the budget for the year 2026 ?

(c) If not, why?
