Permission is essential and cannot enter to the Parliament premises without prior permission. If you are planning to visit the Parliament, you are required to request for permission at least prior to a week to the date of visit. The authority can cancel your access at any situation due to security and other concerns.
Entering or attempting to enter in to the Parliament Premises without permission may subject to arrest without a warrant.

The Principal or Head of the Institute may request a visit by writing a request letter on the letter head of the school or institute. Include a list of students and a list of teachers and parents.
If you need a copy of the permission, please mention this requirement and provide an email address in the request letter.
The relevant Member must make a request to the Serjeant-at-Arms using the duly filled form
Staff members must request permission from the Serjeant-at-Arms through their relevant Head of Department or Sectional Head via a formal letter. The letter must include the names and NIC numbers of the visitors, as well as the date and time of the visit.
Visitors from other countries must request permission through a Sri Lankan travel agency. The agency should send a formal letter to the Serjeant-at-Arms on their letterhead, including the names, passport numbers, and countries of each visitor.

Annual Passes to the personal staff of the Cabinet Ministers
In addition to the passes issued to the Public Officials stated in the above paragraph, annual passes are issued in the following manner to the personal staff of the Cabinet Ministers, who are entitled for a Minister Room in the Parliament Building.
Each Minister’s Staff receives:
Requests for these passes must be signed by the relevant Minister or Secretary to the Ministry and submitted to the Serjeant-at-Arms.
On condition that the Cabinet Minister concerned is entitled for a Minister Room in the Parliament Building, Public Officials or the Minister's Staff can access the room during office hours on Sitting or Non-Sitting Days, based on the Minister's requirement.
On Non- sitting Days, if the Minister concerned, is not present in the Parliament, the Minister Rooms will not be opened for Public Officials or the officials of the Personal Staff of the Minister or any other person.
A Cabinet Minister could reserve a Committee Room, going by the capacity of being able to reserve a Committee Room for the committees that are established under Parliamentary Standing Orders and for the other official priorities, concerned.
Committee Rooms are reserved by submitting requests to the Serjeant-at-Arms, either signed by the Cabinet Minister or authorized by the respective Secretary to the Ministry or Additional Secretary.
The Media teams of the Ministries need to request access to Parliament through the Serjeant-at-Arms at the request of Honourable Ministers. Aforesaid request should contain the information regarding the persons, who wish to arrive, number of the National Identity Card, Media equipment that are brought in, the vehicle numbers and the location (Minister Room/ Committee Room/Media Center).
To avoid delays, arrive at least 45 minutes early and enter through the Public Officials Entrance after security checks.
They should completely prevent themselves from entering in to other places and engaging in media coverage in the places where it is not permitted.
