1725/2017: IMPORT OF WHEAT FLOUR: LIMITATION

Hon. Kanaka Herath,— To ask the Minister of Industry and Commerce,—

(a) Will he inform this House separately per year basis—

(i) the quantity of wheat flour imported to this country;

(ii) the amount of money paid for that; and

(iii) the per capita wheat flour consumption in Sri Lanka;

from 2013 to 2016?

(b) Will he also inform this House—

(i) whether he is aware that steps were taken to reduce the flour importation into Sri  Lanka in 2013 and 2014; and

(ii) whether the government has taken steps to limit the importation of wheat flour?

(c) If not, why?

            (iii)       According to the information provided by the Department of Census and Statistics, a survey for the calculation of the per capita consumption of wheat flour in Sri Lanka is conducted once in every three years. Accordingly, the per capita consumption of wheat flour in 2012-2013 was 564.4 kg. Though the above survey was conducted in 2016, the details have not been released yet.

(b) (i) (​i) Yes, by increasing the cess on import of wheat flour.

(ii) As per the information provided by the Consumer Affairs Authority, the Rs. 15 cess imposed on 1 kg of wheat flour in 2012 has been increased as follows:

(iii) Rs. 20 per kilogram of wheat flour from 08.11.2012.

(iv) Rs. 25 per kilogram of wheat flour from 21.11.2013.

(ii)  No.

(c)  The Government has not limited the import of wheat flour at present for the following reasons:

For allowing the importation of wheat flour as a solution to the shortage of rice caused by the drought situation.

To provide imported wheat flour at a reasonable price to the people, the cess per kilogram of wheat flour has been reduced to Rs. 15 from the 01st of August, 2017.
