1691/2017: PADDY CULTIVATION DESTROYED DUE TO BAD WEATHER: COMPENSATION

Hon. Douglas Devananda,—To ask the Minister of Agriculture,—

(a) Is he aware that—

(i) the farmers paid Rs. 150/- for paddy field insurance on each 50 kilogrammes pack of fertilizer when fertilizer was provided to farmers involved in paddy cultivation at concessionary rates during the previous government;

(ii) the farmers who subscribed to that scheme, received compensation easily when there were destroyed;

(iii) the scheme of charging that insurance premium is not functional at present;

(iv) there have been delays in paying compensation to formers when paddy cultivations were destroyed owing to rapidly changing whether conditions experienced recently?

(b) Will he inform this House—

(i) whether there is a system to pay compensation to farmers who get affected in the manner stated above;

(ii) whether there is a possibility of implementing a scheme similar to that of the paddy field insurance scheme that prevailed in the past?

(c) If not, why?
