Hon. (Dr.) Nalinda Jayathissa,—To ask the Minister of Industry and Commerce,—
(a) Will he inform this House—
(i) of the quantity of rice imported by the Lanka Sathosa during the period from September 2014 to February 2015;
(ii) whether tenders were called for this purpose;
(iii) what amount was quoted by each tenderer;
(iv) of the amounts paid to the Sri Lanka Customs and to the Sri Lanka Ports Authority for clearance of imported rice and as demurrage separately;
(v) of the import price and sale price of rice separately;
(vi) what loss was caused to the Lanka Sathosa accordingly;
(vii) what quantity of rice was sold out of this consignment;
(viii) what quantity of rice spoiled and the date on which the cabinet approval was granted to sell it as animal food;
(ix) of the quantity that was sold thus, the sale price per kilogram and the loss caused separately
(x) what firm purchased the spoilt rice and what quantity was so purchased; and
(xi) of the amount spent by the Lanka Sathosa during the overall process from the import to the sale, proceeds from the sale and the loss incurred by the Lanka Sathosa?

(iii) There were no quotations called through a tender process. However, Letters of Credit were opened based on the Proforma Invoices sent from the General Treasury and the Line Ministry to the former Chairman of Lanka Sathosa Limited. Eight times, the Banks had issued the following Letters of Credit.

Payments to the Sri Lanka Ports Authority:
Payments made to the Sri Lanka Ports Authority for the importation of rice stocks: Rs. 648,450,056.09.
Payments made to the Sri Lanka Ports Authority as demurrages : Rs. 187,621,525.00.
