Hon. Ravi Karunanayake,— To ask the Minister of External Affairs,—
(a) Will he inform this House—
(i) the number of Honorary Consuls representing Sri Lanka worldwide;
(ii) the names of them along with the country they represent;
(iii) the period they have been doing so; and
(iv) the criteria used for their appointments?
(b) Will he state—
(i) whether any Honorary Consuls appointed by Sri Lanka has been removed since 1948 to date; and
(ii) if so, the names of such Consuls ?
(c) If not, why?

(a) (i) 74.

(iv) The criteria used for their appointments are as follows:
a. The Heads of Missions of Sri Lanka accredited to the country of appointment of the Honorary Consuls or the Ministry of External Affairs initiate the appointments by proposing suitable nominees who have the following qualifications:

i. The appointees should be native-born nationals of the country of appointment. Only if native-born nationals are not available, Sri Lankans who have acquired the nationality of the country of appointment or Sri Lankan passport holders who are long-resident in the country of appointment are considered.
ii. The appointees should be over the age of 40 and below 65 on the first appointment and are expected to relinquish their duties on reaching the age of 70.
iii. Appointments are to be made for terms of 05 years at a time, which are renewable with the mutual consent of the Government of Sri Lanka and the appointee.
iv. The appointees should be well-established and have distinguished themselves in their different fields of endeavour with sufficient private means to meet the financial obligations of the office.
b. The Hon. Minister of External Affairs approves the nomination.
c. The Protocol Division of the Ministry of External Affairs of Sri Lanka submits the nomination to the country of appointment through diplomatic channels.
d. Once the concurrence of the country of appointment is granted, the Commission of Appointment is prepared by the Protocol Division for the signature of the Hon. Minister of External Affairs.
e. The Commission of Appointment is transmitted through the same channel to the Ministry of Foreign Affairs of the country of appointment who finally issues the Exequatur to the nominee.
General Terms :-
* The Government of Sri Lanka reserves the right to terminate the tenure of any Honorary Consuls whose performance or conduct is found to be unsatisfactory.
* The appointments of Honorary Consuls should generally be limited to countries where there is no resident Sri Lanka representative, unless there are exceptional circumstances warranting appointment in countries where there is resident representation.
