COPA proposes to set up a new Cabinet Sub Committee for Food Security to address the country's food crisis

  • The requirement for rice to be imported in the future is 800,000 metric tons
  • Discussions to obtain support from SAARC Food Bank and the World Food Program

 

The Committee on Public Accounts (COPA) recommended that all Ministries should unite and set up a Cabinet Sub-Committee on Food Security to address the food crisis in the country. The members of the committee pointed out that it is important to set up this committee to bring all the agencies responsible for tackling the current food crisis together, to take quick decisions, to follow up on the actions to be taken and to discuss future actions.

The decision was taken at a meeting of the COPA chaired by Hon. (Prof) Tissa Vitharana, Member of Parliament recently (10). Discussions were also focused on obtaining the support of SAARC Food Bank and the World Food Program (WFP) for Sri Lanka in overcoming the food crisis.

The Chairman of the COPA elaborated on the unaffordable increase in the prices of essential food items due to the Government's deregulation of food prices in the country. The Chairman of the COPA also directed to look into the possibility of supplying food items at reasonable prices with the intervention of the government as the food items available in the market are expensive. Accordingly, the possibility of catering to low-income families through the Food Commissioner's Department, Lanka Sathosa, State Trading Corporation (STC) and Multi-purpose Cooperative Societies was also discussed.

The Auditor General pointed out that food production has been severely hampered by climate change, the war in Russia and Ukraine, the crisis in world wheat, maize and fertilizer production and rising oil prices. In the local context, the production of essential food items has declined due to the recent fertilizer crisis in Sri Lanka, the shortage of foreign exchange reserves and the emergence of a policy crisis regarding the use of pesticides. According to data from the Sri Lanka Customs and Hector Kobbekaduwa Agrarian Research and Training Institute, the Ministry of Commerce has identified sixteen types of food as essential food items. They are Samba rice, Nadu rice, raw rice, sugar, red lentils, wheat flour, big onions, potatoes and canned fish, milk powder, dried sprats, dried chilies, chickpeas, chicken, fish and eggs.

The officials briefed on the quantity of essential food items produced in the country during the Yala and Maha seasons this year and the quantity of food required to meet the demand of the country. The Secretary to the Ministry of Agriculture pointed out that the committee set up under the new government under the chairmanship of Hon. Nimal Siripala de Silva will be met at the Prime Minister's Office. He added that the Ministry of Agriculture has formulated an official plan of action on how to meet the carbohydrate, protein and other energy needs of the country by next January. The Secretary said that it will be sent via email for the information of all Members of Parliament.

Weerasumana Weerasinghe and Officials from a number of institutions including the Ministry of Trade, Ministry of Agriculture and Lanka Sathosa were present at the meeting.

Ministerial Consultative Committee on Environment Focuses on Water Pollution in the Kelani River

Women Parliamentarians Caucus Discusses Integrating a Gender-Responsive Approach into the National Budget

A meeting of the Women Parliamentarians Caucus was held in Parliament recently to discuss the importance of incorporating Gender-Responsive Budgeting into Sri Lanka’s national budget formulation process and to examine the challenges associated with its implementation.The meeting was chaired by the Chairperson of the Caucus and Hon. Minister of Women and Child Affairs, Saroja Savithri Paulraj. Hon. Prime Minister Dr. Harini Amarasuriya also participated in the discussion.A key concern raised during the discussion was the lack of adequate data and indicators to accurately assess and measure women’s economic contributions within the budgetary process. Drawing on examples of approaches adopted in India and other countries, members of the Caucus underscored the need to identify and address existing systemic and technical gaps in Sri Lanka’s budgeting framework.The Caucus also emphasized the importance of disaggregating data by gender in project reporting and strengthening digital data management systems to support such efforts. It was further noted that identifying relevant gender-related considerations at the initial stages of project design and implementation at the ministerial level would facilitate more effective project analysis, monitoring, and evaluation of outcomes.The need to move away from existing traditional and time-consuming methods towards formal online systems and data-driven analytical tools was also emphasized.The current progress and challenges in integrating Gender-Responsive Budgeting into Sri Lanka’s public financial policy were discussed in detail during the meeting.It was also emphasized that such budgeting should not be limited to nominal percentages in documents, but that the need to establish a formal framework and data system to ensure it has a real and practical impact was also highlighted.The Hon.Deputy Chairperson of Committees Hemalee Weerasekera, Hon. Deputy Minister Dr. Kaushalya Ariyarathne,  Co-Vice Chairpersons of the Caucus, Hon. Members of Parliament Chamindrani Kiriella, Attorney at Law and Samanmalee Gunasinghe, Hon. Members of Parliament Thushari Jayasinghe, Attorney at Law, Krishnan Kaleichelvi, Sagarika Athauda ,Attorney at Law, Nilanthi Kottahachchi, Attorney at Law, Ambika Samivel and Lakmali Hemachandra, Attorney at Law, along with a group of officials from the Ministry of Finance, Planning and Economic Development, also participated in the event.

Ministerial Consultative Committee on Public Administration, Provincial Councils and Local Government Meets

The Ministerial Consultative Committee on Public Administration, Provincial Councils and Local Government met recently (Jun. 12) at Parliament under the chairmanship of the Hon. Ministerial Consultative Committee on Buddhasasana, Religious and Cultural Affairs Meets

The Ministerial Consultative Committee on Buddhasasana, Religious and Cultural Affairs met recently (Jun. 09) at Parliament under the chairmanship of the Hon. Minister of Buddhasasana, Religious and Cultural Affairs, Dr. Hiniduma Sunil Senevi.During the meeting, Members of Parliament discussed a number of proposals and issues, including reviewing the progress of discussions initiated with the Ministry of Education, Higher Education and Vocational Education and the Department of Examinations regarding the formulation of regulations to prevent the conduct of private tuition classes on Sunday mornings, thereby facilitating the holding of Dhamma School classes on Sundays.The meeting was attended by Hon. Deputy Ministers, Hon. Members of Parliament and officials.
