According to the report of the Cabinet Subcommittee on teacher and Principals 'Salary Anomalies, an additional Rs. 31 million has been included in this year's budget following the discussions with the Prime Minister, the Hon. Minister of Finance and the Teachers' Trade Unions, Hon. Dinesh Gunawardena, Minister of Education said.
He stated the above addressing the Ministerial Consultative Committee on Education which met in Parliament recently (24).
Furthermore, the Minister stated that the z-score for the A / L results has been released and that the obstacles to the release of the G. C. E. OL results while the teacher-principal salary anomaly crisis persisted has been resolved.
Additionally, relevant dates to hold the GCE (Advanced Level) examination, Grade 5 Scholarship Examination and GCE (O / L) examination which was postponed due to COVID – 19 have already been decided, the Minister said. Accordingly, the Grade 5 scholarship examination will be held on January, 2022 and the GCE (Advanced Level) examination will be held in the first week of February. GCE (Ordinary Level) examination will be held on May 23rd.
The report of the technical Committee appointed by the Parliamentary Sub-Committee on the Inclusion of Law as a Subject in School Curriculum was submitted to the Consultative Committee by State Minister of State, (Dr.) Susil Premajayantha for approval.
Addressing the Committee, the state minister said that it is proposed to change the subject of Citizenship Education, which is currently a compulsory subject from Grade 6 to Grade 9 in the school curriculum, to Law and Citizenship Education after these reforms.
According to the report of the technical committee, the inclusion of law as a subject in the school curriculum will create awareness among children about the law, create awareness about the consequences of disobedience and punishment, provide an understanding of the rights protected by law, legislation and law enforcement mechanisms. It is expected to develop skills such as providing an understanding of the duties and responsibilities established by law in a civilized society.
The state minister further stated that the Final Report on the Policy Framework compiled into three sections on Educational Reforms in Vocational Education and Educational Reforms in Higher Education Educational Reforms from Early Childhood to Advanced Level in Relation to Expected New Education Reforms, has been released in August 2020. He also stated that a digital platform for anyone to express their views on general education was launched on March 28th, 2021 under the patronage of the H.E. the President.
The Minister said that a report prepared after examining 2400 ideas and suggestions received for this purpose has been submitted to the National Education Commission.
Hon. State Ministry of Skills Development, Vocational Education, Research & Innovation (Dr.) Seetha Arambepola said that an urban university would be established in every district where there is no national university.
Initiated as stated in the Policy Statement of H. E. the President Gotabhaya Rajapaksa, the 1000 National Schools Program launched was also discussed at length.

The Sectoral Oversight Committee on Education, Manpower and Human Capital has decided to appoint a Parliamentary subcommittee to study the salary disparities arising when teachers are appointed to the Principals’ Service, as well as the resulting reluctance among senior teachers to enter the Principals’ Service, and to make recommendations in this regard.These matters were discussed when the Sectoral Oversight Committee on Education, Manpower and Human Capital met in Parliament recently, under the chairmanship of Hon. Member of Parliament, Attorney-at-Law Hesha Withanage.Particular attention was drawn to the salary disparity arising from the fact that, under the Sri Lanka Principals’ Service Minute issued on 22 October 2014, entry into the Principals’ Service from the Teachers’ Service is considered a “new appointment” rather than a “promotion.”Officials pointed out that this situation is further aggravated by the significant difference in salary increments when a teacher is appointed from Grade 1 of the Teachers’ Service to Grade III of the Principals’ Service. They also noted that, although an adjustment allowance was introduced under Circular No. 03/2014 to address the salary difference arising at the time of appointment to the Principals’ Service, a salary gap emerges again as the teacher’s service progresses because they do not receive the higher salary increments that they would have received had they remained in the Teachers’ Service.It was also discussed that, as a result, senior and experienced teachers in Grades 1 and 2-I of the Teachers’ Service are being discouraged from sitting for the Principals’ Service examination and entering the Principals’ Service. Accordingly, attention was drawn to amending the Service Minute so that entry into the Principals’ Service from the Teachers’ Service would be treated as a “promotion” rather than a “new appointment.”The procedure for granting promotions within the Teachers’ Service was also discussed. The Committee pointed out that a newly appointed teacher entering the service with a university qualification takes approximately 19 years of service to reach Grade 1 of the Teachers’ Service.Attention was also drawn to the direct recruitment of Bachelor of Education (B.Ed.) graduates to Grade 2 of the Teachers’ Service in accordance with the Teachers’ Service Minute.Meanwhile, it was revealed that a verbal agreement had been reached with the Public Service Commission to recruit B.Ed. graduates as teachers under the previous system until 2030. Accordingly, it was stated that a Cabinet Memorandum has been submitted to recruit B.Ed. graduates to Grade 2 of the Teachers’ Service during this year.It was also discussed that these recruitments are planned to be carried out separately from the ongoing recruitment process for 23,000 teachers, based on subject-specific vacancies existing at provincial level.The Committee also considered the need to give universities until 2030 to update B.Ed. degree programmes so that they correspond with the actual subject requirements of the school system. In particular, the Committee highlighted the need to introduce specialised B.Ed. programmes in fields such as Science, Mathematics and Primary Education.Meanwhile, the Committee also considered the issue of recovering excess salary payments made to 261 laboratory attendants and security guards in the Southern Province. It was revealed that approximately Rs. 50.8 million had been overpaid as a result of the employees being placed on the 12th salary step instead of the initial salary step of the relevant salary scale in 2008 and 2009.It was stated that the matter was identified in 2016 and was subsequently examined through an audit query in 2022. To date, Rs. 15.1 million has been recovered through the suspension of salary increments and deductions from salaries.The representatives who appeared before the Committee pointed out that the employees were not directly responsible for this administrative error and that their letters of appointment had specified a particular salary scale. Accordingly, the Committee decided to bring the matter to the attention of the Governor of the Southern Province by way of a letter, with a view to obtaining his positive intervention regarding the difficulties faced by the employees.

Hon. Member of Parliament Sugath Wasantha de Silva, MP (Parliament of Sri Lanka) was awarded the 2026 New Parliamentarian Award in recognition of his contribution to promoting inclusive parliamentary democracy. The award was officially presented to him yesterday (Sep. 17) at the 69th Commonwealth Parliamentary Conference held in Cape Town, South Africa.Elected in November 2024 as Sri Lanka's first-ever blind Member of Parliament, he has advanced the principles of disability-inclusive governance through his work as Chair of the Parliamentary Caucus for Persons with Disabilities. Through cross-institutional collaboration, he has also delivered practical reforms, best exemplified through Sri Lanka's first national participatory budget consultation with persons with disabilities.

The Select Committee of Parliament to conduct a comprehensive study on the lack of preparedness to face Cyclone Ditwah and report to Parliament and submit its proposals and recommendations in that regard, has decided to summon representatives of Pradeshiya Sabhas and Municipal Councils before the Committee to examine how local authorities coordinated their response during the disaster situation.Committee members particularly highlighted the need for further investigation into how local authorities, including Pradeshiya Sabhas and Municipal Councils, were involved in official communication and coordination processes during the disaster.At a recent meeting of the Committee held in Parliament under the chairmanship of Hon. Minister Dr. Nalinda Jayatissa, information was sought from members of the National Council for Disaster Management and the District Secretaries of Kandy and Matale regarding the disaster management process in the Kandy and Matale districts.Accordingly, the Committee focused its attention on the early warning systems, communication among government institutions, and emergency response procedures in response to the heavy rainfall, landslides, and flooding experienced in these areas from 23 to 27 November 2025.The Committee also discussed the need to establish formal written procedures to be followed during emergency disaster situations, conduct disaster preparedness drills regularly, and further improve the efficiency of early warning systems.Committee members, including Hon. Deputy Ministers Major General (Retired) Aruna Jayasekara and Anton Jayakody, and Members of Parliament Attorney-at-Law Anuradha Jayaratne, Rohini Kumari Wijerathne, Kanthasamy Prabu, Ruwan Mapalagama, and Dr. Pathmanathan Sathiyalingam, also participated in the meeting.

The Ministerial Consultative Committee on Energy Affairs approved the Order relating to the calling for investment proposals for the exploration and development of petroleum resources in Sri Lanka and the formalization of the relevant process.The approval was granted at a meeting of the Ministerial Consultative Committee held recently (Sep. 11) at Parliament under the chairmanship of Anura Karunathilaka, Hon. Minister of Ports and Civil Aviation and Energy.The Order, made by the Minister of Energy under Section 48 of the Petroleum Resources Act, No. 21 of 2021, read together with Section 17 of the said Act, and approved by the Cabinet of Ministers, was published in the Extraordinary Gazette No. 2497/37 dated 16 July 2026.Under this Order, any person seeking to explore or develop petroleum resources in one or more identified blocks is required to submit an investment proposal together with payment of the administrative fee specified in the relevant invitation for bids.Deputy Minister of Energy Arkam Illyas, Members of Parliament, officials of the Ministry of Energy, and other officials participated in the meeting.
