1026/2016: Efficiency Bar Exams of the Government Officials in Northern Province during their stay at the camps

Hon. (Mrs.) Shanthi Sriskandarasa – To ask Minister of Public Administration and Management,—

(a) Is he aware that—

(i) a system where permits have to be obtained for transport had been in operation only in the Northern Province unlike in any other district in Sri Lanka from the year 1990 to 2010;

(ii) because of this, people including public servants faced inconveniences in coming to Colombo and returning;

(iii) a considerable number of public servants from the Mulathivu, Kilinochchi, Jaffna, Mannar and Vavunia Districts had been stranded for a few months since May 2009 in Internally Displaced Persons’ Camps; and

(iv) public servants from the districts referred to above were unable to sit the Efficiency Bar Examination due to the travelling difficulties and the circumstances referred to in (iii) above?

(b) Will he inform this House, therefore, whether he will take steps—

(i) to amend the effective date of implementation of the Circulars bearing Numbers 2000/2001 as 01.01.2011 in place of 01.01.2001;

(ii) to give a grace period of 3 years from that date;

(iii) to provide them concessions if their salary increment has been deferred for not passing the Efficiency Bar Examination during this period; and

(iv) to suspend their salary increments instead of deferring them?

(c) If not, why?
