0876/2016: Closing the Road to Arunagama Village, Horana due BOI project

Hon. Vidura Wickramanayaka,— To ask the Minister of Development Strategies and International Trade,—

(a) Is he aware that —

(i) gates have been fixed across the road that has existed from the times of British rulers to reach the Arunagama village in the area where the Horana Processing Zone of Sri Lanka Board of Investment is situated and security officers have been deployed at those gates keeping the gates locked with padlocks;   

(ii) this road had been indicated in the plan of that area that had been drawn earlier, but it has not been indicated in the new plan that has been drawn by the Board of Investment;

(iii) the extent of land which includes this road, too, has been sold by the government for constructing a golf-course; and

(iv) the youth of this area have lost employment opportunities due to the construction of a golf-course in an area that has been allocated for establishing industries?

(b) Will he inform this House —

(i) whether it is permitted to sell a land together with a road that runs through it; and

(ii) whether it is fair to deprive the people of the right to use a road which provide them easy access to the main road?

(c) If not, why?
