0855/2017: ILLEGAL FILLING OF JA-ELA, IHALAGAMA POLGAHAWEWA TANK: STEPS TAKEN

Hon. Buddhika Pathirana,— To ask the Minister of Agriculture,—

(a) Is he aware that —

(i) the Polgahawewa tank (Ihalagama) in Ihalagama village in the 181F Ketagewatta Grama Niladhari Division in the Ja-ela Divisional Secretariat Division is faced with the risk of deterioration owing to lack of proper maintenance; and

(ii) some organised groups are planning to fill the tank and take possession of the lands in the reservation of the tank?

(b) Will he state—

(i) whether steps will be taken to renovate the Ihalagama tank;

(ii) if so, the date it will be done;

(iii) whether funds had been allocated by the 2016 budget to renovate the tank; and

(iv) If so, the amount of money so allocated?

(i) whether steps have been taken against the illegal filling of the tank and acquiring lands belonging to the tank;

(ii) if so, the names of persons involved in those illegal activities;

(iii) the steps taken against them;

(iv) whether arrangements will be made to acquire back the lands of the tank which have been filled and cultivated with Kohila; and

(v) of the steps to be taken against those persons who have cultivated Kohila?

(d) If not, why?

(අ) (i) වැවේ රළ පණාව යොදා වැව් බැම්ම පිළිසකර කිරීම, රොන් මඩ ඉවත් කර ජල ධාරිතාව ඉහළ නැංවීම, වැවට එන සහ බැස යන ඇළ මාර්ග ප්‍රතිසංස්කරණය වැනි නඩත්තු කටයුතු සිදු කිරීමට අවශ්‍ය ක්‍රියා මාර්ග ගෙන ඇත.

(ii) වැවට අයත් ඉඩම් අනවසරෙන් අත්පත් කර ගැනීම වැළැක්වීම සඳහා මැනුම් කටයුතු සිදු කර මායිම් සලකුණු කිරීමට පියවර ගෙන ඇත.

(ආ) (i) පළමු අදියර යටතේ වැවේ රොන් මඩ ඉවත් කිරීමේ කටයුතු සිදු කර අවසන් කර ඇත.

(ii) 2016.10.20 දින ශ්‍රී ලංකා ඉඩම් ගොඩ කිරීමේ හා සංවර්ධනය කිරීමේ සංස්ථාව සමඟ ගිවිසුම්ගතව 2016.12.28 දින වන විට වැඩ අවසන් කර ඇත.

(iii) කෘෂිකර්ම අමාත්‍යාංශයේ 2016 විශේෂ ව්‍යාපෘති යටතේ සුළු වාරිමාර්ග ප්‍රතිසංස්කරණ වැඩසටහන යටතේ ගොවිජන සංවර්ධන දෙපාර්තමේන්තුව වෙත වෙන් කළ ප්‍රතිපාදන මත මුදල් වෙන් කරන ලදී.

(iv) රුපියල් මිලියන 2යි.

(ඇ) (i) ඔව්.

වැවේ මැනුම් කටයුතු මිනින්දෝරු දෙපාර්තමේන්තුව මඟින් අදියර දෙකක් යටතේ සිදු කර මායිම් ගල් දමා සලකුණු කර ඇත. අදාළ මායිම් විවෘත කර මායිම් පිළිගන්නා බවට විරෝධතා පරීක්ෂණයක් ද සිදු කර ඇත.

(ii) පී. ජයතිස්ස, පී. අරුණ ශාන්ත, ආර්. අමිලා උදයංගනී, ආර්. අචිනි උමයංගනී, බී. හේවගේ, සී. මාලී දීපානි මොරායස්, ටී. පියසේන ප්‍රනාන්දු, එච්.ඩී. චම්පා ප්‍රියානි.

(iii) අනවසරයෙන් ඉඩම් අත්පත් කරගෙන පදිංචි වී විරෝධතා දැක්වූවන්ට එරෙහිව ඉදිරියේදී නීතිමය පියවර ගැනීමට නියමිතයි.

(iv) වැවේ මැනුම් සිදු කළ මායිම් සීමාව තුළට කොහිල වගාව අයත් ප්‍රදේශ ඇතුළත් නොවන අතර එම ප්‍රදේශය වැවේ රක්ෂිත සීමාව තුළට අයත් වේ. නැවත මැනීම් කිරීමක් මඟින් එම ප්‍රදේශ ඇතළත් කර ගැනීමට අපේක්ෂා ‍කෙරේ.

(v) නැවත මැනුම් කටයුතු සිදු කිරීමෙන් පසු එම කොටස තුළ වගා කළ අය සම්බන්ධයෙන් ඉදිරි පියවරක් ගැනීමට හැකියාවක් ඇත.

(ඈ) අදාළ නොවේ.
