0290/2010: Colombo - Katunayake Highway

Hon. Sunil Handunnetti,— To ask the Minister of Highways,—

(a) Will he admit that —

(i) the contract for the construction of the Colombo-Katunayaka expressway was awarded to a Korean contractor in October 2000;

(ii) steps were taken to suspend that contract on mutual agreement, in January 2003, that is 10 months prior to the expiry of the contract period;

(iii) a sum of Rs. 5,444 million had already been paid to the contractor out of the total contract amount of Rs. 9,516 million?

(b) Is he aware that —

(i) the government signed an agreement again with a French company on 27th October 2006 to complete the construction of that expressway with Rs. 22,800 million;

(ii) the said contract failed?

(c) Will he inform this House of —

(i) the total loss incurred due to the failure of those projects;

(ii) the names of the persons responsible for the delay in the project?

(d) If not, why?
