0151/2015: UNEMPLOYED GRADUATES: DETAILS

Hon. Dullas Alahapperuma,— To ask the Prime Minister and Minister of National Policies and Economic Affairs,—

(a) Will he state—

(i) the number of unemployed graduates as at 30^th September 2015;and

(ii) the number of the aforesaid graduates separately as per the degree they have obtained?

(b) Will he inform this House—

(i) of the programme available with the present government for providing employment for graduates; and

(ii) accordingly, of the number of graduates expected to be recruited for the year 2015?

(i) of the number of vacancies available for graduates in the Public Service as it is reported so far;

(ii) of the number of undergraduates expecting to be graduates through universities and through external courses during the five years from 2015 to 2019, separately for each year; and

(iii) of the number of vacancies expected to be created on their behalf in the Public Service for the aforesaid years, separately for each year?

(d) If not, why?

(අ) (i) උපාධිධාරින්, රජයේ ආයතනවල පමණක් නොව පෞද්ගලික අංශයේ හා විදෙස් රැකියාවල නිරත වන බැවින්ද, ස්වයං රැකියා හෝ ව්‍යාපාරවල නිරතව සිටිය හැකි බැවින්ද, නිශ්චිතව හඳුනා ගැනීම සඳහා සුදුසු ක්‍රමවේදයක් සැකසීම පිළිබඳව සමාලෝචනය කරමින් පවතී.

(ii) ඉහත (අ) (i) සඳහන් ක්‍රමවේදය සැකසීමේදී මේ සම්බන්ධව අවධානය යොමු කරනු ලැබේ.

(ආ) (i) * ගරු අග්‍රාමාත්‍යතුමාගේ රැකියා දස ලක්ෂයක් ලබා දීමේ වැඩසටහන.

* රජයේ සංවර්ධන සැලැස්ම තුළින් රාජ්‍ය අංශයේ උත්පාදනය වන රැකියා අවස්ථා සහ පුරප්පාඩු සංඛ්‍යාව අනුව නියමිත බඳවා ගැනීම් පටිපාටි අනුගමනය කෙරෙමින් රාජ්‍ය අංශයට බඳවා ගැනීම.

2012 වසරේ උපාධිධාරි අභ්‍යාසලාභි පුහුණුව සඳහා ඇතුළත් වීමට අවස්ථාව නොලද අභියාචනා ඉදිරිපත් කළ උපාධිධාරින් අතරින් සුදුසුකම් සම්පූර්ණ කරන ලද උපාධිධාරින් බඳවා ගැනීම සඳහා ලැබී ඇති අනුමැතිය අංක අමප/15/0906/610/013-I හා 2015.07.09 දිනැති අමාත්‍ය මණ්ඩල තීරණය පරිදි එම උපාධිධාරින් සඳහා සම්මුඛ පරීක්ෂණ පවත්වා බඳවා ගැනීම.

ස්වයං ව්‍යවසායකයන් ලෙස ආර්ථික සංවර්ධනයට දායක කර ගැනීම.

(ii) රාජ්‍ය අංශයේ හා පෞද්ගලික අංශයේ උත්පාදනය වන රැකියා අවස්ථා මත තීරණය වේ.

(ඇ) (i) රාජ්‍ය සේවයේ පුරප්පාඩු ඇතිවන අවස්ථාවන්වලදී, විවෘත තරග විභාග හෝ වෙනත් පිළිගත් ක්‍රමවේදද අනුගමනය කරන නිසා ඒ අනුව උපාධිධාරින් බඳවා ගැනීම තීරණය වේ.

(ii) උසස් අධ්‍යාපන අමාත්‍යාංශයෙන් ලද තොරතුරුවලට අනුව අදාළ විස්තර පහත දැක්වේ.

(iii) රැකියා දශ ලක්ෂයේ වැඩසටහන ඉදිරි වසර පහ තුළ ක්‍රියාත්මක කිරීමට සැලසුම් කර ඇත. එකී වැඩසටහන තුළ නිර්මාණය වන තනතුරුවලට අදාළව හා දැනට රාජ්‍ය සේවයේ සිටින උපාධිධාරි නිලධාරින් විශ්‍රාම යාම, වෙනත් සේවයක් වෙත මුදා හැරීම, ඉල්ලා අස් වීම, තනතුර අත හැර යාම හෝ පත්වීම අවසන් කිරීම මඟින් ඇතිවන පුරප්පාඩු.

(ඈ) අදාළ නොවේ.
