0076/2015: CORRUPTION AND FRAUD AT EPPAWALA PHOSPHATE LIMITED: FINDINGS OF INVESTIGATION

Hon. Buddhika Pathirana,— To ask the Minister of Agriculture,—

(a) Will he inform this House—

(i) of the amount of money spent on laying carpet for 850 meter stretch of road within Eppawala Phosphate Limited premises in the year 2014;

(ii) whether a tender was called in offering the aforesaid project;

(iii) of the name of the company to which the tender was offered; and

(iv) of the reasons, led to offer the tender to that company?

(b) Will he table, separately the names, addresses, telephone numbers, names of the board of directors and the value of the tender of each company that forwarded the bids for the aforesaid project?

(i) whether an investigation has been conducted with regard to the frauds and corruptions that took place in Eppawala Phosphate Ltd;

(ii) if so, of aforesaid date;

(iii) of the findings of the aforesaid investigation;

(iv) if not, whether measures will be taken to conduct an investigation;

(v) if so, of that date; and

(vi) whether the findings of that investigation will be tabled?

(d) If not, why?

(අ) (i) එප්පාවල පොස්පේට් සමාගම් භූමියේ මාර්ග තුළ කාපට් දැමීමක් සිදු කර නොමැත.

ආයතන පරිශ්‍රයේ ප්‍රධාන ගේට්ටුවේ සිට කැණීම් කාර්යාලය දක්වා මීටර් 800ක දුර ප්‍රමාණයක්ද, අභ්‍යන්තර අතුරු මාර්ග මීටර් 15ක දුර ප්‍රමාණයක්ද කොන්ක්‍රීට් කර ඇත. මේ සඳහා වැය වූ මුළු මුදල රුපියල් 48,508,284.35ක් වේ.

(ii) ඔව්.

(iii) ජේ.ජේ. එන්ටර්ප්‍රයිසස් (J.J.Enterprises)

(iv) ඔව්.

ඊට හේතු පහත දැක්වේ.

(1) මෙම සේවාව අදියර i සහ ii වශයෙන් සිදු කර ඇති අතර ව්‍යාපෘතිය ප්‍රදානය කිරීම අධීක්ෂණය කළ බස්නාහිර පළාත්බද මාර්ග සංවර්ධන අධිකාරිය නිර්දේශ කර තිබීම.

(2) i හා ii අදියර වැඩකොටස් එකිනෙකට සම්බන්ධතාවක් ඇති හෙයින් කටයුතු කරගෙන යාම හා වගකීම් දැරීම එකම සමාගමක් වෙත පැවරීම මඟින් ප්‍රායෝගික ගැටලු අවම කරගත හැකි බව ප්‍රසම්පාදන කමිටුව සලකා තිබීම.

(3) ජේ.ජේ. එන්ටර්ප්‍රයිසස් සමාගම අවම ලංසුව ඉදිරිපත් කර තිබීම.

(4) ii අදියර සඳහා අදාළ ලංසුකරු රුපියල් 1.030,000.00ක මුදලක් අඩු කිරීමට එකඟතාව පළ කර තිබීම.

(ආ) ඔව්.
