Hon. Sivasakthy Ananthan,— To ask the Minister of Public Order, Disaster Management and Christian Affairs,—(1)
(a) Is he aware that—
(i) the owner of "Panama Traders" located at No. 3-26 and 27 on the Third Floor of Majestic City, Colombo, Ramasamy Prabhakaran, is a person released on a Supreme Court ruling after being detained for a period of 28 months;
(ii) after his release he had filed a human rights violation case against Anura Senanayaka, Deputy Inspector General of Police and Vass Gunawardhana, Senior Superintendent of Police who served in the state investigations unit;
(iii) the hearing of the relevant case was scheduled for 13th February 2012;
(iv) he was abducted by some individuals who had come by a white van, around 3.30 p.m. on 11th February 2012 in Wellawatta?
(b) Will he state —
(i) where Ramasamy Prabhakaran who disappeared on 11th February 2012 is today;
(ii) what his condition is;
(iii) who the persons involved in the said abduction or who the relevant suspects are; and
(iv) the reason for not divulging their names, if such divulgence is not possible?
(c) If not, why?

(අ) (i) ඔව්. රාමසාමි ප්රභාකරන් යන අය 2009 දැයට කිරුළ ප්රදර්ශන භූමියට මරාගෙන මැරෙන බෝම්බකරුවෙකු රැගෙන ඒමට අධාර අනුබල දීම සම්බන්ධයෙන් 2009.05.22 වන දින අත් අඩංගුවට ගෙන ත්රස්තවාදය වැළැක්වීමේ පනත යටතේ රඳවා ගැනීමේ නියෝග මත රඳවා ගෙන අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව විසින් වැඩිදුර විමර්ශන සිදු කර ඇති අතර, නීතිපති උපදෙස් මත ගල්කිස්ස මහෙස්ත්රාත් අධිකරණය මඟින් 2011.09.16 දිනැතිව ඔහු නිදහස් කර ඇත.
(ii) නැත. ශ්රේෂ්ඨාධිකරණයේ අයදුම් පත් අංක 963/2009 යටතේ ඔහුගේ මූලික අයිතිවාසිකම් කඩවීම සම්බන්ධයෙන් නඩුවක් ගොනු කර තිබූ බවට රාමසාන් ප්රභාකරන් යන අයගේ බිරිඳ වන ශිරෝමනී නාරායනන් විසින් වැල්ලවත්ත පොලිස් ස්ථානයට කර ඇති පැමිණිල්ලේ සඳහන්ව ඇත.
(iii) එම නඩු විභාගය 2012.02.13 දිනට පැවැත්වීමට නියමිතව තිබී ඇති බවට ඉහත පැමිණිලිකාරිය විසින් වැල්ලවත්ත පොලිස් ස්ථානයට කර ඇති පැමිණිල්ලේ සඳහන්ව ඇත.
(iv) වැල්ලවත්ත, කැනල් බෑන්ක් පාර, අංක 153/01/01 දරන තම නිවස ඉදිරිපිටදී 2012.02.11 දින සවස 03.30ට පමණ සුදු පැහැති වෑන් රථයකින් පැමිණි ආයුධ සන්නද්ධ පිරිසක් විසින් පැහැර ගෙන ගිය බවට ඔහුගේ බිරිඳ වන ශිරෝමනී නාරායනන් නැමැත්තිය විසින් වැල්ලවත්ත පොලිස් ස්ථානය වෙත බල අපරාධ ලේඛන අංක 36/2012 යටතේ 2012.02.11 වන දින කර ඇති පැමිණිල්ලේ සඳහන් කර ඇත.
(ආ) (i) මෙතෙක් සිදු කර ඇති විමර්ශනවලදී අනාවරණය වී නොමැත.
(ii) මෙතෙක් සිදු කර ඇති විමර්ශනවලදී අනාවරණය වී නොමැත.
(iii) විමර්ශනයේදී සැකකරුවන් පිළිබඳව මෙතෙක් අනාවරණය වී නොමැත.
(iv) විමර්ශනයේදී සැකකරුවන් පිළිබඳව මෙතෙක් අනාවරණය වී නොමැත.
(ඇ) පැන නොනඟී.
