Hon Ajith Mannapperuma,— To ask the Minister of Finance,—
(a) Will he state—
(i) the percentage of the increases of tax on agricultural tractors with effect from 01.01.2014; and
(ii) the advantage expected to be accrued to the farmer community or the country by effecting this increase of tax on agricultural tractors?
(b) Will he also state the number of new four wheel agricultural tractors registered in 2012, 2013 and up to the end of April 2014 separately?
(c) Will he state—
(i) whether the increase of tax on agricultural tractors has had a harmful effect on the farmer community or agriculture; and
(ii) if so, the measures to be taken to negate that harmful effect?
(d) If not, why?

(අ) (i) 2013.12.31 දින තෙක් ආනයනික මෙන්ම දේශීයව නිෂ්පාදිත කෘෂිකාර්මික ට්රැක්ටර් සඳහා ආනයන තීරු බදු (CID), ජාතිය ගොඩනැඟීමේ බදු (NBT) හා අගය එකතු කළ බදු (VAT) නිදහස් කර තිබූ අතර, 2014.01.01 දින සිට ආනයනික කෘෂිකාර්මික ට්රැක්ටර් සඳහා පමණක් ජාතිය ගොඩනැඟීමේ බද්ද (2%) හා අගය එකතු කළ බද්ද (12%) ක්රියාත්මක කරන ලදී.
(ii) දේශීය කෘෂිකාර්මික ට්රැක්ටර් නිෂ්පාදනය දිරි ගැන්වීම උදෙසා විදේශීයව නිෂ්පාදිත කෘෂිකාර්මික ට්රැක්ටර් ආනයනය අධෛර්යමත් කිරීම මෙමඟින් අපේක්ෂා කෙරේ.

(ඈ) පසු ගිය වකවානුව තුළ බල පැවැත්වූ නියං තත්ත්වය හේතුවෙන් ගොවි ජනතාවගේ ආදායම් තත්ත්වය පහත වැටීම හා උකස් වෙළෙඳ පොළ දැඩි ලෙස අස්ථාවර වීම හේතුවෙන් රන් භාණ්ඩ උකසට තබා අමතර අරමුදල් ආයෝජනය සඳහා යොදා ගැනීමේ හැකියාවද පහත වැටීම හේතුවෙන් කෘෂිකාර්මික ට්රැක්ටර් සඳහා වන ඉල්ලුම අඩු වී ඇත.
2011 වසරේ සිටම වාර්ෂිකව ලියා පදිංචි කරනු ලබන කෘෂිකාර්මික ට්රැක්ටර් සංඛ්යාව නොකඩවා පහත වැටී ඇත. එනම්, 2011 වසරට සාපේක්ෂව 6%කින් 2012 වසරේදීද, 2102 වසරට සාපේක්ෂව 45%කින් 2013 වසරේදීද, 2013 වසරට සාපේක්ෂව 42%කින් 2014 වසරේදීද වාර්ෂිකව ලියා පදිංචි කරනු ලබන කෘෂිකාර්මික ට්රැක්ටර් සංඛ්යාව අඩු වී ඇත.
