Hon. Buddhika Pathirana,— To ask the Minister of Highways, Higher Education and Investment Promotion,—

(a) Will he admit that —

(i) arrangements are being made to extend the Southern Expressway to Mattala in Hambantota via Godagama, Matara;

(ii) the Aparekka road had been proposed as the closest entry point to the Southern Expressway from the Divisional Secretariat Divisions of Thihagoda, Kirinda and Dondra and surveying has also been conducted already;

(iii) a move has been made to change the proposed Aparekka entry point and shift the entry point to Walakanda in the KirindaPuhulwella Divisional Secretariat Division; and

(iv) if the entry point is subjected to a change as mentioned in (iii) above, the opportunity to give the benefits to a wider population will be lost?

(b) lf so, will he inform this House whether he will ensure that the entry point to the Southern Expressway will not be changed as stated in (a) (iii) above?

(අ) (i) ඔව්.

දක්ෂිණ අධිවේගී මාර්ග දිගුව ව්‍යාපෘතිය, මාතර සිට හම්බන්තොට දක්වා දීර්ඝ කිරීම සඳහා කටයුතු කරමින් පවතී. ඒ සඳහා වන ඉඩම් අත්පත් කර ගැනීම්, සැලසුම් සැකසීම හා ඊට අදාළ අධ්‍යයන කටයුතු මේ වන විට සිදු කරමින් පවතී. මාතර - බෙලිඅත්ත කොටස කර ගෙන යනවා. ඉතිරි කොටස පිළිබඳව අපි නැවත සොයා බලනවා.

(ii) අධිවේගී මාර්ගය ඉදි කිරීමට ඉඩම් අත්කර ගැනීමේ කටයුතු සඳහා මැනුම් කටයුතු සිදු කර මායිම් සලකුණු කර ඇත.

(iii) ව්‍යාපෘතිය සඳහා මූලික ශක්‍යතා අධ්‍යයනය සිදු කරන අවස්ථාවේදී අපරැක්ක මෙන්ම දන්දෙනිය ප්‍රදේශයද අන්තර් හුවමාරුව ස්ථානගත කිරීම සඳහා විකල්පයක් ලෙස පරීක්ෂා කරන ලදී. තාක්ෂණික හා පිරිවැය සම්බන්ධ කරුණු හේතුවෙන් අවසානයේ එම අන්තර් හුවමාරුවේ පිහිටීම වලකන්ද වෙත ගෙන යාම සඳහා නිර්දේශ විය. එබැවින් ශක්‍යතා වාර්තාව අනුව අපරැක්ක ස්ථානය අන්තර් හුවමාරුවකට යෝජනා වී නොමැත.

(iv) අන්තර් හුවමාරුව වලකන්ද ප්‍රදේශයේ ස්ථානගත කිරීම සඳහා නිර්දේශ කර තිබුණද අපරැක්ක ප්‍රදේශයේ ජනතාවට අධිවේගී මාර්ගයට පිවිසීමේ පහසුකම් ලබා දීම සඳහා හිඟුරුපත්වල සිට දන්දෙනිය මාර්ගය හා රදම්පල සිට මුරුතගස්පිටිය හරහා කිරින්ද මාර්ගය සංවර්ධනය කර වලකන්ද හුවමාරුව වෙත සම්බන්ධ කිරීමට දැනටමත් යෝජනා කර ඇත.

(ආ) (අ) (iii) සඳහන් කර ඇති අධ්‍යයනයෙහි ප්‍රතිඵල අනුව වලකන්ද අන්තර් හුවමාරුව යෝජනා කර ඇති බැවින්, එය අපරැක්ක ප්‍රදේශයට ගෙන යාමේ අවශ්‍යතාවක් පැන නොනඟී.

(ඇ) පැන නොනඟී.
