Hon. Wasantha Aluwihare,— To ask the Minister of Local Government and Provincial Councils,—
(a) Will he state—
(i) the legal procedure that should be followed by the Local Authorities in spending the money received for solid waste management or recycling project; and
(ii) the steps that will be taken if an irregularity has been committed by spending money without following the aforesaid procedure ?
(b) Will he inform this House—
(i) whether the Matale Municipal Council has received financial provisions for waste management under a project by the name of “SUNYA” ;
(ii) if so, the dates on which the money was granted under the aforesaid project;
(iii) the amount of money that has been granted under the aforesaid project; and
(iv) the dates on which the project was due to commence and complete ?
(c) Will he also state—
(i) whether the waste management project fund has been used for the proposed task; and
(ii) the progress of the project up to now ?
(d) If not, why ?

(අ) (i) අනුමත ප්රසම්පාදන ක්රියාවලියට අනුව අවශ්ය භාණ්ඩ හෝ සේවා සැපයීම සඳහා සුදුසු ආයතනයක් තෝරා ගනු ලබන අතර, ඒ අනුව භාණ්ඩ මිලදී ගැනීම හා සේවා සැපයීම කරනු ලැබේ. එසේ මිලදී ගැනීම් හෝ සේවා සැපයීම් කිරීමෙන් අනතුරුව එම කාර්යයන් සඳහා අදාළ පරිදි තාක්ෂණික නිලධාරින් හෝ වැඩ අධිකාරින් විසින් පරීක්ෂා කර නිර්දේශ කිරීමෙන් අනතුරුව ගෙවීම් අනුමැතිය ලබා ගැනීම සඳහා සභාවට ඉදිරිපත් කෙරේ. එසේ සභා අනුමැතිය ලබා ගැනීමෙන් අනතුරුව ඒ ඒ සභාව විසින් නීත්යනුකූලව බලය බෙදා හැර ඇති ආකාරයට නියමිත නිලධාරියකු විසින් ගෙවීම් සහතික කර ගෙවීම් කරනු ලැබේ.
(ii) ආයතන සංග්රහය, මුදල් රෙගුලාසි සහ අදාළ චක්රලේඛවල දක්වා ඇති විධිවිධාන ප්රකාරව ඒ සඳහා පියවර ගනු ලැබේ.
(ආ) (i) ඔව්. ව්යාපෘතිය සම්බන්ධ පසුබිම් වාර්තාව හා සැලැස්ම ඇමුණුම් 01න් ඉදිරිපත් කර ඇත.
(ii) 2012 අප්රේල් මස 02
(iii) රුපියල් 2,526,255.04
(iv) ආරම්භ කිරීමට යෝජිතව තිබූ දිනය : 2012 ජනවාරි මස 30. අවසන් කිරීමට යෝජිත දිනය : 2014 දෙසැම්බර් මස 31.
(ඇ) (i) එම මුදල කසළ කළමනාකරණය සඳහා යොදවා ඇත. මුදල් වැය කර ඇති ආකාරය ඇමුණුම 02 මඟින් දක්වා ඇත.
(ii) ව්යාපෘතියේ ප්රගතිය ඇමුණුම් 03 මඟින් මේ සමඟ ඉදිරිපත් කර ඇත.
(ඈ) අදාළ නොවේ.
