3435/2013: SRI LANKAN HOUSEMAIDS STRANDED IN SAUDI ARABIA : ACTION TAKEN

Hon. Ranjan Ramanayake,— To ask the Minister of Foreign Employment Promotion and Welfare,—

(a) Is he aware that around 50 Sri Lankan housemaids are imprisoned and being employed in prostitution in Saudi Arabia according to the information revealed by Ms. Anvar Shiyana of Slave Island, who worked as a housemaid in Riyadh, Saudi Arabia and has come back to the country ?

(b) Will he inform this House of —

(i) the steps that have been taken to look into it; and

(ii) the measures that have been taken to get them released and bring them back to Sri Lanka ?

(i) what action was taken against the foreign employment agents who have worked to strand the above group of housemaids and against others those associated with it; and

(ii) whether a practical course of action will be adopted immediately in order to ensure the security of the families of these women and to enhance their welfare and economy ?

(d) If not, why?

(අ) ඔව්. මෙවැනි සිද්ධියක් දේශීය මාධ්‍ය මඟින් වාර්තා කර ඇත.

(ආ) (i) ශ්‍රී ලංකා විදේශ සේවා නියුක්ති කාර්යාංශය මඟින් මේ පිළිබඳ මාධ්‍ය හරහා දුන් තොරතුරු අනුව කොම්පඤ්ඤවීදියේ අන්වර් ෂියානා මහත්මිය කැඳවා ඇයගෙන් වැඩිදුර තොරතුරු ලබා ගන්නා ලදී.

(ii) ඒ අනුව සවුදි බලධාරීන්ගේ සහාය ලබා ගෙන එම ස්ථානය වැටලීමට කටයුතු කිරීම සඳහා රියාද්හි ශ්‍රී ලංකා තානාපති කාර්යාලයට උපදෙස් ලබා දෙන ලදී. ඒ අනුව තානාපති කාර්යාල නිලධාරින් අදාළ ප්‍රදේශයට ගොස් දින 03ක් (2013 මාර්තු 6,7 සහ 8) එහි නැවතී ශ්‍රී ලාංකික සේවිකාවකගේ (අන්වර් ශියානා මහත්මියගේ ඥාතියකු වන නූරා අශික් ජවූෆර් මිය) සහාය ලබා ගෙන එම ස්ථානය වටලා ඇත. ඔවුන් එම ස්ථානය වටලන විට කිසිම රැඳවියෙක් එහි සිට නැත.

(ඇ) (i) එවැනි ගෘහ සේවිකාවන් කණ්ඩායමක් එහි රැඳී නොසිටි තත්ත්වයක් තුළ මෙම ප්‍රශ්නය මඟින් අසනු ලබන ගැටලුවද පැන නොනඟී.

(ii) ගරු මන්ත්‍රීතුමා කියන ආකාරයේ වෘත්තියෙහි යෙදුණු කට්ටියක් ඒ ස්ථානයෙන් හසු වුණේ නැති වුවත් සාමාන්‍යයෙන් ගෘහ සේවිකාවන් විදේශගත වුණාට පසුව විදේශගත පවුල්හි ආරක්ෂාව, සුභසාධනය හා ආර්ථිකය නංවාලීම උදෙසා කාර්යාංශය මඟින් සේවක සුභසාධන අරමුදලක් පිහිටුවා ඇති අතර විවිධ අවස්ථාවන්හිදී එම අරමුදලින් විදේශගත ශ්‍රමිකයන්ගේ පවුල්වල සාමාජිකයන් වෙත මෙන්ම ශ්‍රමිකයා වෙත ප්‍රතිදාන ලබා දෙනු ලබයි. විශේෂයෙන්ම ශ්‍රමිකයෙකු මරණයට පත් වුණොත් ලියා පදිංචි වූ කාලය තුළ නම් රුපියල් ලක්ෂ හතරක මුදලක් ලබා දෙනවා.

(ඈ) පැන නොනඟී.
