3291/2013: FAKE FOREIGN EMPLOYMENT AGENCIES : LEGAL ACTION

Hon. Ranjan Ramanayake,— To ask the Minister of Foreign Employment Promotion and Welfare,—

(a) Will he state —

(i) the number of foreign employment agencies which have been registered from August 2011up to now; and

(ii) whether he will produce a list of the aforesaid agencies?

(b) Will he inform this House —

(i) whether he admits that workers are continuing to go abroad through fake foreign employment agencies even at present;

(ii) if so, whether action will be taken to take legal action against those agencies;

(iii) of the number of foreign employment agencies which were raided in the year 2012;

(iv) of the legal action taken against those agencies; and

(v) whether a programme has been prepared to identify those action before workers go abroad through fake foreign employment agencies or by producing false information?

ගරු නියෝජ්‍ය කථානායකතුමනි, එම ප්‍රශ්නයට පිළිතුර මෙසේයි.

(අ) (i) වර්ෂ 2011 අගෝස්තු මස සිට මේ දක්වා ලියා පදිංචි වී ඇති නව විදේශ රැකියා නියෝජිත ආයතන සංඛ්‍යාව 243කි.

(ii) ඔව්. එම ආයතනවල ලැයිස්තුව මේ සමඟ අමුණා ඇත.

ඇමුණුම සභාගත* කරමි.

(ආ) (i) විදේශ රැකියා සම්බන්ධ කටයුතු කිරීමට නීතිමය අවසරයක් සහ බලයක් ඇත්තේ විදේශ සේවා නියුක්ති කාර්යාංශ පනතේ විධිවිධානයන්ට අනුව බලපත්‍රයක් ලබා ගත් පුද්ගලයන්ට පමණි. එසේ බලපත්‍ර ‍නොමැති ආයතන සහ පුද්ගලයින් විසින් විදේශ ගත කිරීම සම්බන්ධයෙන් කටයුතු කරන බව මහජනතාවගෙන් පැමිණිලි ලැබෙන අවස්ථා ඇත. එම පැමිණිලි සම්බන්ධව අපි කටයුතු කරනවා.

(ii) විදේශ සේවා නියුක්ති කාර්යාංශය විසින් නිකුත් කරන බලපත්‍රයක් නොමැතිව ශ්‍රී ලාංකිකයන් විදේශගත කරන ආයතනවලට හා පුද්ගලයින්ට විරුද්ධව කාර්යාංශය විසින් නඩු පවරනු ලබයි.

(iii) 2012 වර්ෂය තුළ 2012 වර්ෂයට අදාළව 77දෙනකුට නඩු පවරා තිබෙනවා. (2011 වර්ෂයට අදාළ අයට අමතරව)

(iv) එවැනි ආයතන හා පුද්ගලයින් වටලා අත් අඩංගුවට ගෙන අධිකරණය මඟින් කටයුතු කරනු ලබයි.

(v) බලපත්‍රලත් ආයතනයකින් පමණක් විදේශ රැකියාවක් සොයා ගත යුතු බවට ගම් මට්ටමින් වැඩමුළු පැවැත්වීම මඟින් ජනමාධ්‍ය මඟින් මහජනතාව දැනුවත් කරනු ලබයි.

(ඇ) පැන නොනගී.
