Hon. (Mrs.) Rosy Senanayake,— To ask the Minister of Environment,—

(a) Is he aware of a racket of exporting to India the timber of the tree called ‘Wallapatta’ (Gyrinops Walla) belonging to the group of endangered plants, which is a plant with herbal medicinal efficacy that is endemic to Sri Lanka and used as a substitute for the medicinal herb called agava?

(b) Will he state—

(i) the number of kilogrammes of ‘Wallapatta’ timber in piece form that was taken into custody from the Wemmiyagoda area (adjoining the Sinharaja Rain Forest) in Kalawana ready to be exported;

(ii) the amount that had been paid by the racketeers per kilogramme;

(iii) the price at which a kilogramme of ‘Wallapatta’ timber has been sold in the world market;

(iv) the names of the racketeers behind the ‘Wallapatta’ exportation;

(v) whether the racketeers above have been taken into custody by now; and

(vi) the punishment that will be imposed on them ?

(d) If not, why?

ගරු කථානායකතුමනි, මා එම ප්‍රශ්නයට පිළිතුර දෙනවා.

(අ) ඔව්. 2012.07.14 දින රත්නපුර දිසා වන කාර්යාලය යටතේ පවතින කලවාන අඩවි වන නිලධාරි කාර්යාලයේ වන නිලධාරින් පිරිසක් විසින් කලවාන බම්බියගොඩ ප්‍රදේශයේ නිවසක් වටලා එහි තිබූ වල්ලපට්ටා දැව කැබැලි තොගයක් හා එහි සිටි පුද්ගලයන් දෙදෙනෙක් අත්අඩංගුවට ගෙන ඇත.

(ආ) (i) අත් අඩංගුවට ගෙන ඇති කැබැලි ප්‍රමාණය කිලෝග්‍රෑම් 10ක් පමණ වේ.

(ii) නොදනී.

(iii) ලෝක වෙළෙඳ පොළෙහි මෙම දැවවලින් ලබා ගන්නා රෙසින් කිලෝග්‍රෑමයක් සඳහා රුපියල් ලක්ෂයක පමණ මුදලක් ලැබෙන බව වාර්තා වී ඇතත්, එහි වටිනාකම වෙනස් විය හැක.

(iv) මෙතෙක් නිශ්චිතව අනාවරණය වී නැත.

(v) දැව එකතු කරමින් සිටි දෙදෙනා (ශ්‍රී ලාංකිකයකු හා ඉන්දියානු ජාතිකයකු) දැනට අත් අඩංගුවට ගෙන ඇත.

(vi) මූලික විමර්ශන කටයුතු පවත්වා අවසන් කර ඇති අතර, නීතිපති දෙපාර්තමේන්තුවේ සහාය ඇතිව 2012.11.28 දින අදාළ සැකකරුවන්ට විරුද්ධව නඩු පැවරීමට කටයුතු කර ඇත.

(ඇ) මෙම ශාකය ස්වභාවිකව වැඩෙන තෙක් කලාපීය හා අතර මැදි කලාපීය වනාන්තර සියල්ලම පාහේ මේ වන විට සංරක්ෂිත හා රක්ෂිත වනාන්තර වශයෙන් ප්‍රකාශයට පත් කොට වන සංරක්ෂණ දෙපාර්තමේන්තුව මඟින් විශේෂ ආරක්ෂාවක් සලසා ඇත. මෙම ශාකය අපනයනය නියාමනය කිරීම මඟින් අනවසරයෙන් මෙම ශාක ද්‍රව්‍ය අපනයනය වැළැක්වීමට කටයුතු කර ඇත. එසේම මෙම ශාකය වනාන්තරවලින් පරිබාහිරව වගාවක් වශයෙන් ප්‍රචලිත කිරීම සඳහා දැනට පර්යේෂණ සිදු කරමින් පවතී.

(ඈ) පැන නොනඟී.
