Hon. M. T. Hasen Ali,— To ask the Minister of Lands and Land Development,—
(a) Is he aware that eventhough a 39.38 perch land belonging to Mr. M.I.M. Anzar residing at No. 295 B, Osmond Road, Sayindamarudu-7, was taken over for development work of Oluvil harbour in Ampara District by the Gazette Extraordinary bearing No. 1552/12 and dated 04.06.2008, compensation for that has not been paid up to now?
(b) Will he state whether action will be taken to pay the compensation to which Mr. Anzar is entitled for that land speedily, as per the letter bearing No. AM/LA/293,294,300,306 and dated 30.12.2011 that was referred to the Secretary to the Ministry of Land by the Chief Valuer ?
(c) If not, why ?

(අ) ඔව්.
(ආ) ඔලුවිල් වරාය වෙනුවෙන් අත්කරගත් ඉඩම් කැබලි අතර එම්.වයි.එම්. අන්සාර් මහතාට අයත් පර්චස් 39.38ක ඉඩමක්ද තිබේ. යම් ඉඩමක් අත්කර ගන්නේ ව්යවස්ථාපිත ආයතනයක් සඳහා නම් එම ඉඩමේ හිමිකරුවන් වෙත ගෙවිය යුතු වන්දි හා පොලී මුදල් ගෙවිය යුතු වන්නේ එකී ව්යවස්ථාපිත ආයතනයෙන් වන අතර ඒ අනුව මෙම ඉඩම් සඳහා වන්දි ගෙවිය යුතු වන්නේ ශ්රී ලංකා වරාය අධිකාරිය විසිනි. එම්.වයි.එම්. අන්සාර් මහතාගේ ඉඩමද ඇතුළත්ව අත්කර ගත් හෙක්ටයාර 5.3528ක බිම් ප්රමාණයක් සඳහා මෙතෙක් වන්දි ගෙවා නොමැත. මෙම ඉඩම් සඳහා වන්දි ගෙවීම කඩිනම් කිරීමට අමාත්යාංශ ලේකම් විසින් ශ්රී ලංකා වරාය අධිකාරියේ නිලධාරින් හා ප්රධාන තක්සේරුකරුද කැඳවා රැස්වීම් කිහිපයක් පවත්වන ලද නමුත් ශ්රී ලංකා වරාය අධිකාරිය විසින් ප්රධාන තක්සේරුකරුගේ තක්සේරුව අධිතක්සේරුවක් ලෙස ප්රකාශ කරමින් මෙතෙක් වන්දි මුදල් ගෙවා නොමැත.
මෙම ගැටලුව සමථයකට පත් වන තෙක් කිසියම් අතුරු දීමනාවක් ලෙස අදාළ ඉඩම් හිමියන්ට වන්දි මුදලින් යම් ප්රතිශතයක් ගෙවීමට කඩිනමින් පියවර ගන්නා ලෙස 2012.03.02 දින දැනුම් දී ඇතත් එයද ඉටු වී නැත.
