Hon. Eran Wickramaratne,— To ask the Minister of Social Services,—
(a) Will he inform this House of the percentage of disabled people in the population of Sri Lanka?
(b) Will he state—
(i) whether Sri Lanka, in the year 2007, has signed the United Nations Convention of Rights of Persons with Disabilities;
(ii) whether the aforesaid Convention has been ratified by the Sri Lankan Government;
(iii) if not, the reasons for not ratifying the aforesaid Convention;
(iv) as to why the 'Disability Rights Bill' that was approved by the Cabinet in the year 2006, was not presented to the Parliament; and
(v) the local law implemented to give effect to the Convention?
(c) If not, why?

(අ) 2001 ජන හා නිවාස සංගණනය අනුව ආබාධ සහිත ආබාධිත පුද්ගල සංඛ්යාවේ ප්රතිශතය 1.62කි.
(දිස්ත්රික් 18ක් ඇසුරෙන් මේ සංගණනය කළ අතර, ඒ අනුව ආබාධිත පුද්ගල සංඛ්යාව 274,711කි.)
(ආ) (i) ඔව්.
(ii) සම්මුතිය බලාත්මක කිරීම සඳහා 1996 අංක 28 දරන පනත වෙනුවට ආබාධ සහිත තැනැත්තන්ගේ අයිතිවාසිකම් ආරක්ෂා කිරීමේ පනත කෙටුම්පත් කර නීති කෙටුම්පත් දෙපාර්තමේන්තුව වෙත යොමු කර අදාළ සංශෝධන සිදු කර ඇති අතර, නීතිපතිගේ අනුමතිය ලබා ගැනීම සඳහා නීතිපති දෙපාර්තමේන්තුවට ඉදිරිපත් කර ඇත.
(iii) අදාළ නොවේ.
(iv) පනත් කෙටුම්පත නීතිපතිගේ අනුමතිය සඳහා යොමු කර ඇති බැවින්, අනුමතිය ලැබුණු පසු පාර්ලිමේන්තුවට ඉදිරිපත් කරනු ලැබේ.
(v) පාර්ලිමේන්තුවෙන් සම්මත වූ පසු එය දේශීය වශයෙන් ක්රියාත්මක නීතියක් වේ.
