1506/2025: Transfer related issues of SLAS officers

Hon. Mayilvaganam Jegatheeswaran,—To ask the Minister of Public Administration, Provincial Councils and Local Government,— (1)

(a) Will he inform this House —

(i) whether he is aware that a large number of officers in the Sri Lanka Administrative Service (SLAS) have been working without transfers for more than ten years;

(ii) if so, of the measures that have been taken to implement the transfer policy for the said officers;

(iii) whether he is aware that the lack of proper transfers has resulted in issues such as administrative inefficiency and bias at the district and regional levels; and 

(iv) if so, of the measures that will be taken to address those problems?

(b) Will he also inform this House —

(i) whether a transparent and fixed mechanism is in place to identify the officers whose recommended transfer periods have exceeded the stipulated duration;

(ii) if not, whether a mechanism will be introduced to ensure fairness and accountability in the transfer process; and

(iii) of the possibility of adopting reforms such as rotational appointments?

(c) Will he further inform this House —

(i) whether the transfer policy of the SLAS officers will be amended to meet modern administrative standards; and

(ii) if not, of the measures that will be taken to streamline the said transfers?

(d) If not, why?
