2773/2013: "MAHINDA CHINTANA - VISION FOR THE FUTURE" : PROVISION OF FISHING GEAR

Hon. Dayasiri Jayasekara,— To ask the Minister of Fisheries and Aquatic Resources Development,—

(a) Will he state separately—

(i) the number of fishermen engaging in fresh water and sea water fishing industry in Sri Lanka;

(ii) the number of fishermen to whom fishing gear has been provided as per the pledge “a fishing gear set will be provided for each fish farmer” mentioned in the “Mahinda Chintana - A vision for the future” 2010 manifesto;

(iii) the number of fishermen to whom the aforesaid gear sets have not been provided;

(iv) the amount of money allocated annually for the above matter from the year in which the pledge was given up to now; and

(v) the cost incurred on one gear set ?

(b) Will he inform this House—

(i) of the fishing equipment included in the aforesaid gear set;

(ii) whether the aforesaid sets have been provided free of charge;

(iii) if not, the system followed in providing them; and

(iv) the date on which the aforesaid fishing gear sets will be provided to the fishermen to whom the aforesaid fishing gear has not yet been provided ?

(අ) (i) කරදිය ධීවරයින් සංඛ්‍යාව - 222,160

මිරිදිය ධීවරයින් සංඛ්‍යාව - 44,660

(iii) කරදිය - අවශ්‍යතාව හා ඉල්ලීම අනුව ධීවර ආම්පන්න නිකුත් කෙරෙන අතර, ලබා නොදුන් ධීවරයින් සංඛ්‍යාව දැක්වීම තර්කානුකූල නොවේ.

මිරිදිය - 16,123

(iv) නිකුත් කරන ලද ආම්පන්නවල වටිනාකම රුපියල් මිලියන 2867.88

(v) කරදිය - ධීවර මෙහෙයුම් වර්ගය, ප්‍රමාණයන්, රැකියාව කරන ප්‍රදේශය, මුහුදු කලාපය, රැකියාවේ ස්වභාවය අනුව ධීවර ආම්පන්න කට්ටලවල ප්‍රමාණයන් සහ වර්ගය වෙනස් වන බැවින් ආම්පන්න එක් කට්ටලයක් සඳහා වැය වන මුදල නිශ්චිතව දැක්විය නොහැක.

මිරිදිය - ඔරු (18 1/2) - රුපියල් 41,567.85

ඔරු (15 1/2) - රුපියල් 36,577.96

දැල් (3,1/2) 3 වෙළුම උස - දැල් ඇස් 75 දිග - දැල් ඇස් 1,500 - රුපියල් 7,190.50.

(ආ) (i) කරදිය - අවශ්‍යතාව අනුව ආම්පන්න කට්ටලයකට අයත් වන උපාංග තීරණය වන අතර, එය පහත සඳහන් උපකරණ අතරින් එකක් හෝ කිහිපයක් විය හැක.

* විවිධ නාවික උපකරණ

මිරිදිය - 3 1/2 දැල් දෙකක් (02), ඔරු නොමැති ධීවරයින්ට ඔරුවක්.

(iii) අදාළ නොවේ.

(iv) සියලුම ධීවරයින්ට ආම්පන්න ලබා දීම සඳහා නිශ්චිත දිනයක් දැක්විය නොහැකි අතර, ධීවර කළමනාකරණ ක්‍රමවේදයන් සැලකිල්ලට ගෙන වාර්ෂික සංවර්ධන සැලසුම් තුළින් ආම්පන්න ලබාදීමට සැලසුම් කෙරේ.

(ඇ) ධීවර සම්පත් නෙළා ගැනීම සඳහා ධීවර ආම්පන්න කට්ටල ලබා දීමේදී විවිධ ජාතික හා ජාත්‍යන්තර එකඟතාවන් සැලකිල්ලට ගනිමින් කළමනාකරණ ක්‍රමවේදයන් හා මිනුම්වලට අනුකූලව ධීවර සම්පත් විභවයන් ද සැලකිල්ලට ගනිමින් කටයුතු කළ යුතුව ඇති අතර, එබැවින් ධීවර ආම්පන්න ලබා දී අවසන් කළ හැකි පැහැදිලි දිනයක් දැක්වීම ප්‍රායෝගික නොවේ.
