Hon. (Dr.) Pathmanathan Sathiyalingam,—To ask the Minister of Public Administration, Provincial Councils and Local Government,— (2)
(a) Will he accept that —
(i) approval for extracting stones and earth carried out in the Vanni area is obtained directly from the institutions functioning under the central government without obtaining permission from any institution functioning under the administration of the Provincial Council;
(ii) the Department of Archaeology, Geological Survey and Mines Bureau, Central Environmental Authority, Department of Forest Conservation, Department of Wildlife Conservation and the relevant divisional secretariat are involved in that process;
(iii) approval of the relevant local government institution is obtained only in cases where the roads used for transporting the mined mineral resources are under the administration of the respective local government institution; and
(iv) accordingly, the resources belonging to the Northern Province are being taken away to other provinces without the approval of that Provincial Council and the local government institutions?
(b) Will he state —
(i) whether resources belonging to the Northern Province are allowed to be taken away to other provinces without the approval of that Provincial Council and local government institutions; and
(ii) the alternative arrangement that will be put in place to prevent this situation?
(c) If not, why?
