2361/2012: Ceylon Petroleum Coorporation - Foreign Loans

Hon.    (Dr.) Harsha De Silva,— To ask the Minister of Petroleum Industries,—

(a) Will he state—

(i) whether 1 billion USD is to be obtained from a foreign source to finance the credit needs of the Ceylon Petroleum Corporation; and

(ii) the details on the scope of the ongoing negotiations in that regard with the 'Goldman Sachs' Investment Bank, and its local or foreign agents declared to involve in  aforesaid negotiations?

(b) Will he also state whether the agents  referred in a (ii) have been charged or alleged—

(i) to have connection with the operation of pyramid schemes;

(ii) for  breach of contracts or any debt obligations to banks and business establishments in Sri Lanka or elsewhere ; and

(iii) to have close personal relationships and business network with high officials of the Central Bank?

(c) Will he state whether due procedures are followed to mitigate the risk to ensure that "Know Your Customer" and the funds involved are not tainted by money laundering or terrorism financing?

(d) If not, why?
