2333/2012: RETIRED PUBLIC SERVANTS : PENSION ANOMALIES

Hon. Sajith Premadasa,— To ask the Minister of Public Administration and Home Affairs,—

(a) Will he take action to—

(i) rectify the pension anomaly of public officers who had retired prior to 01.01.2006, corresponding to the salary conversions granted to public servants in the years 2004 and 2006; and

(ii) add the amounts increased to the consolidated salary instead of granting allowances in rectifying those pension anomalies, considering the recommendations mentioned in the reports of the committees appointed on various occasions to study the rectification of salary anomalies ?

(b) Will he inform this House—

(i) whether an adequate allowance has been added to the pension of the public servants who retired in the years 2004 and 2006, through the 2012 budget;

(ii) whether action will be taken to introduce through an Act of Parliament a national policy of providing a corresponding increase to all the pensioners whenever a salary conversion is granted to public servants; and

(iii) if so, the time frame required for that ?

ගරු නියෝජ්‍ය කථානායකතුමනි, රාජ්‍ය පරිපාලන හා ස්වදේශ කටයුතු අමාත්‍යතුමා වෙනුවෙන් මම ඒ ප්‍රශ්නයට පිළිතුරු දෙනවා.

(අ) (i) විශ්‍රාම වැටුප් විෂමතාවය ඉවත් කිරීම සඳහා අදියර කිහිපයකින් කටයුතු කර තිබේ.

2011 අයවැය ලේඛනයට අනුව 2004.01.01 දිනට පෙර විශ්‍රාම ලැබූ සැමට රුපියල් 750ක් ද, 2004.01.01 දින සිට 2005.12.31 දින දක්වා විශ්‍රාම ලැබූ අයට රුපියල් 250ක දීමනාවක්ද, විශ්‍රාම වැටුප් විෂමතා ඉවත් කිරීම වෙනුවෙන් ගෙවා ඇත.

2012 අය වැය ලේඛනය තුළින් 2004.01.01 දිනට පෙර විශ්‍රාම ලැබූවන්ට රුපියල් 1000ක් ද, 2004.01.01 දින සිට 2005.12.31 දක්වා විශ්‍රාම ලැබුවන්ට රුපියල් 500ක දීමනාවක්ද ලබා දෙමින් එකී විෂමතාවය තවදුරටත් අඩු කර තිබේ.

(ii) යෝජිතයි.

ඉදිරියේදී ඒ සම්බන්ධව අවශ්‍ය කටයුතු කරන්නට මේ අවස්ථාව වන විට සූදානම් කරමින් සිටිනවා.

(ආ) (i) ඉහත සඳහන් ආකාරයට 2012 අය වැය ලේඛනය තුළින් රුපියල් 1,000ක උපරිමයකට යටත්ව දීමනාවක් ලබා දී ඇත.

(ii) විශ්‍රාමික අයිතිය 1946 රාජාඥාව මඟින් තහවුරු කර තිබේ. ඒ අනුව විශ්‍රාම වැටුප රාජ්‍ය ඒකාබද්ධ අරමුදලින් ගෙවීම පිළිබඳව විධිවිධාන පනවා තිබේ. එමෙන්ම 1972 රාජාණ්ඩු ක්‍රමය අහෝසි කරමින් සම්මත කළ ජනරජ ව්‍යවස්ථාවෙන්ද එය නීතිගත වී ආරක්ෂා විය. රටක උත්තරීතර නීතිය වශයෙන් සැලකෙන ආණ්ඩුක්‍රම ව්‍යවස්ථාව මඟින් විශ්‍රාම වැටුප් අයිතීන් සනාථ කර තිබුණි. විශේෂයෙන්ම සියලුම විශ්‍රාම වැටුප්, පාරිතෝෂික හා වෙනත් එවැනි දීමනා ඒකාබද්ධ අරමුදලට වැය බරක් විය යුතු බව විශේෂයෙන් දක්වා ඇත.

එමෙන්ම විශ්‍රාමිකයින්ගේ අයිතිය සහතික කිරීම රජයේ ප්‍රතිපත්තියක් ලෙස පිළිගෙන ඇති අතර, රාජ්‍ය සේවයේ වැටුප් වැඩි වන අවස්ථාවලදී යම් ප්‍රමාණයකින් විශ්‍රාම වැටුප් වැඩි කිරීමට කටයුතු කර ඇත.

(iii) පැන නොනඟී.
