Hon. P. Harrison,— To ask the Minister of Transport,—
(a) Will he state—
(i) the objectives of the project for testing vehicle emissions;
(ii) the procedure followed in conducting the aforesaid test;
(iii) separately on the basis of each type of vehicles, the number of vehicles subjected to emission test in the year 2011 and the amount charged from a single vehicle; and
(iv) the total income earned from vehicle emission tests in the year 2011 ?
(b) Will he inform this House—
(i) separately of the function performed by private agents and public institutions in relation to the project for testing vehicle emissions;
(ii) whether the private agents who conduct the aforesaid test were selected through an accepted tender procedure;
(iii) of the methodology adopted to made payments to the aforesaid agents, from the total income received;
(iv) whether proper follow-up mechanism is implemented to look into the management weaknesses and corrupt practices of the aforesaid agents; and
(v) if so, of the incidents reported up to now and the steps taken regarding them?
(c) Will he state whether main objectives of the aforesaid project have been achieved ?
(d) If not, why ?
