0851/2023: PROVINCIAL COUNCILS: LAND POWERS

Hon. Gamini Waleboda,— To ask the Minister of Tourism and Lands,—

(a) Will he inform this House—

(i) whether he is aware that high-ups of the government have stated that authority over lands should be vested in the Provincial Councils according to the Thirteenth Amendment to the Constitution;

(ii) whether arrangements have been made to assign to the Provincial Councils the authority in respect of lands, which rests with the central government at present;

(iii) if so, in such case, what new laws and regulations a settler of one province will have to follow in purchasing a land situated in another province;

(iv) whether any Provincial Council gets the power to sell or lease out lands within its area to foreigners or foreign companies in such a situation; and

(v) whether a Provincial Council gets the right to adopt such powers in its discretion?

(b) If not, why?
