0848/2023: Detail of loss because of tax concession

Hon. Gamini Waleboda,— To ask the Minister of Finance, Economic Stabilization and National Policies,—

(a) Will he inform this House—

(i) whether he is aware that Sri Lanka has annually lost about 600 billion rupees of government tax revenue since 2020 due to the tax reforms that were implemented in accordance with a proposal presented by the then Ministry of Finance in December 2019;

(ii) whether the officials who proposed the aforesaid tax revision had submitted to the government or to the Cabinet of Ministers an expert report on the economic consequences that may arise due to the reduction in government revenue consequent to the tax revision;

(iii) separately, in terms of each type of tax, of the estimated amount of tax revenue that the government would lose annually due to the implementation of the aforesaid tax revision; and

(iv) whether the officials who proposed the aforesaid tax revision had detailed the government about the way to offset the decrease in government revenue due to the reduction in government tax revenue consequent to the said tax revision?

(b) If not, why?
