Hon. (Dr.) Harsha De Silva,— To ask the Minister of Resettlement,—
(a) Is he aware that in accordance with the principles in National Involuntary Resettlement Policy (NIRP) which was approved by the Cabinet in May 2001;
(i) the involuntary resettlements are implemented only if it is unavoidable;
(ii) selecting relocation sites, livelihood compensation and development options are determined after fully consultation of affected people;
(iii) either providing replacement land or paying cash in lieu as compensation is done considering lost land, structures and livelihoods;
(iv) compensation for whole land is paid promptly at replacement values;
(v) people having no documented title to land receive fair and just treatment; and
(vi) affected people are assisted to re-establish and facilitated to improve quality of life?
(b) Will he state—
(i) the instances along with the implementing agencies where the NIRP was adhered to within the Colombo Municipal Council since January 2010 and
(ii) whether the NIRP will be strictly implemented in all Municipalities, Urban Centres and Metropolitan Cities?
(c) If not, why?
