1829/2012: MORAWAKA, KOTAPOLA AND PASGODA EDUCATIONAL ZONES: TEACHER TRANSFERS

Hon. Buddhika Pathirana,— To ask the Minister of Education,—

(a) Will he admit that—

(i) there are many teachers who are actually frustrated as a result of not receiving transfers after the completion of the difficult area service period in the government schools administered by the Morawaka, Kotapola and Pasgoda Divisional Education Offices belonging to the Deniyaya Education Office of the Matara District ; and

(ii) the quality of teaching of these teachers could decline on account of this reason?

(b) Will he inform this House—

(i) of the minimum qualifications need to be fulfilled for transfers as per the decisions of the teacher transfer boards ;

(ii) of the number of teachers who have sought transfers by now, after the completion of their difficult service period at the above educational zones ;

(iii) whether a programme has been drawn up for granting them transfers ;

(iv) what that programme is ; and

(v) if transfers are given accordingly , the date for same?

ගරු නියෝජ්‍ය කථානායකතුමනි, මා එම ප්‍රශ්නයට පිළිතුර දෙනවා.

(අ) (i) නැත.

(ii) අදාළ නොවේ.

(ආ) (i) ජාතික ගුරු මාරු ප්‍රතිපත්තියට හා ගුරු සේවා ව්‍යවස්ථාව අනුව ගුරු සේවා ව්‍යවස්ථාවේ ඇතුළත් ස්ථාවර කමිටුව විසින් නම් කරනු ලබන පාසලක අනිවාර්ය අවම සේවා කාලයක් සෑම ගුරු භවතෙක් විසින්ම සේවය කළ යුතුය. ඒ අනුව,

v අති දුෂ්කර හෝ දුෂ්කර පාසලක අවම ලෙස වසර 3ක්.

v අපහසු නොවන පාසලක අවම ලෙස වසර 4ක්.

v වඩාත් සුදුසු පාසලක උපරිම වසර 6ක්.

v පහසු පාසලක උපරිම ලෙස වසර 8ක්.

සේවය කළ යුතුය. එමෙන්ම පාසල පාදක ගුරු බඳවා ගැනීම් ප්‍රතිපත්තිමය ලෙස පිළිගන්නා අවස්ථාවලදී පත්වීම් ලිපියේ සඳහන් කොන්දේසි අනුව පත් කරන ලද පාසලේ එක දිගට සේවය කළ යුතු වසර ගණන සම්පූර්ණ කළ යුතුය.

(ii) අන්තර් කලාප ස්ථාන මාරු ඉල්ලා ඇති ගුරු සංඛ්‍යාව - 111යි.

අන්තර් පළාත් ස්ථාන මාරු ඉල්ලා ඇති ගුරු සංඛ්‍යාව - 28යි.

(iii) ඔව්. පළාත් සභාව විසින් අදාළ පළාතේ ගුරු මාරු පිළිබඳව වැඩ පිළිවෙළක් සකසා තිබේ.

(iv) ස්ථාන මාරු අපේක්ෂිත ගුරුභවතුන් විසින් කලාපවලට භාර දී ඇති ස්ථාන මාරු අයදුම් පත් සඳහා ජාතික ගුරු මාරු ප්‍රතිපත්තියට අනුව තෝරා ගත් නිර්ණායකවලට අනුකූලව කලාප ගුරු මාරු මණ්ඩලය විසින් ලකුණු දීමක් සිදු කරයි.

අනතුරුව එම ලකුණු අනුපිළිවෙළ අනුව ගුරුවරුන් පෙළ ගස්වා කලාපය තුළ පවතින ගුරු ඌනතා හා අතිරික්ත පිළිබඳව ද සලකා බලා

ජාතික ගුරු මාරු ප්‍රතිපත්තියේ 1.1 වගන්තියට අනුව ශිෂ්‍යයන්ගේ අවශ්‍යතා මුඛ්‍ය ස්ථානයෙහි තබා ශිෂ්‍යයන්ට හා පාසල්වලට හානියක් සිදු නොවන ලෙස ගුරු ස්ථාන මාරු ලබා දීමට කටයුතු කරන බව දන්වමි.

(v) ජාතික ගුරු මාරු ප්‍රතිපත්තියට අනුකූලව සැප්තැම්බර් මාසයේ 1 - 15ත් අතර කාල සීමාව තුළ.

(ඇ) අදාළ නොවේ.
