1636/2012: RECONSTRUCTION OF GALLE MAHAMODARA HOSPITAL: FOREIGN GRANT

Hon. Buddhika Pathirana,— To ask the Minister of Health,—

(a) Is he aware that—

(i) more than five years have lapsed since the receipt of a foreign grant of Rs. 3000 million for the reconstruction of the Mahamodara, Hospital in Gale which was destroyed by the Tsunami; and

(ii) the construction activities of the aforesaid hospital have been limited to the foundation up to now?

(b) Will he inform this House whether tax concessions of the government have been granted to the contractor for the construction of this hospital ?

(i) the country which granted Rs .3000 Million for the construction of the hospital;

(ii) whether the Ministry of Health has conducted an inquiry to look into the non-construction of the hospital building by the contractor after having taken the aforesaid amount;

(iii) if so, the outcome of that inquiry; and

(iv) if an inquiry was not conducted, the reason for the same?

(d) Will he inform this House—

(i) whether there is a plan to seek a foreign loan again and resume this construction;

(ii) if so, the amount of that foreign loan; and

(iii) the name of the agency and the country from which the loan is obtained ?

If not, why?

ගරු කථානායකතුමනි, සෞඛ්‍ය අමාත්‍යතුමා වෙනුවන් මා එම ප්‍රශ්නයට පිළිතුර දෙනවා.

(අ) (i) ශ්‍රී ලංකා රජයට විදේශ ආධාර මුදලක් ලැබී නැත. එහෙත් සුනාමියෙන් විනාශ වූ ගාල්ල මහමෝදර රෝහල සංවර්ධනය සඳහා ජර්මනියේ හෙල්මුට් කෝල් මාතෘ රෝහල් පදනම - Maternity Hospital Foundation - විසින් යූරෝ මිලියන 5.9ක මුදලක් ජර්මන් තානාපති කාර්යාලය හරහා Senok Trade Combine Limited ආයතනය වෙත සෘජුවම ලබා දී ඇත.

කෙළින්ම එම ආයතනයට ලබා දී තිබෙනවා.

(ii) ඔව්.

(ආ) ඔව්.

(ඇ) (i) ජර්මනියේ හෙල්මුට් කෝල් මාතෘ රෝහල් පදනම.

(ii) ජර්මන් තානාපති කාර්යාලය ඇතුළු ආයතන රාශියකින් කරුණු සොයා බැලීම සිදු කර ඇත.

(iii) ජර්මනියේ හෙල්මුට් කෝල් මාතෘ රෝහල් පදනම විසින් සෘජුවම මුදල් ලබා දී ඇති අතර, සෞඛ්‍ය අමාත්‍යාංශය හරහා මුදල් ලබා දීමක් සිදු වී නැත. මෙහි ඉදි කිරීම් දැනට අත්තිවාරමට පමණක් සීමා වී ඇති අතර, තවදුරටත් මුදල් නොලැබීමේ හේතුව නිසා මෙම ගොඩනැඟිලි ඉදි කිරීම් කටයුතු නැවතී ඇත.

(iv) මේ පිළිබඳව අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිසම මඟින් මේ වන විටත් පරීක්ෂණයක් පවත්මින් තිබේ.

(ඈ) (i) ඔව්.

(ii) යූරෝ මිලියන 28.

(iii) ජර්මනියේ පූනර්නිර්මාණි බැංකුව.

එම කටයුතු අඩාළ වීම නිසා අතිගරු ජනාධිපතිතුමා විශේෂයෙන් කළ ඉල්ලීමක් අනුව තමයි යූරෝ මිලියන 28ක් ජර්මනියේ පූනර්නිර්මාණි බැංකුව මඟින් ලබා ගෙන නැවත මේ රෝහල ඉදි කරන්නට කටයුතු කරලා තිබෙන්නේ.
