Hon. Wasantha Aluwihare,— To ask the Minister of Environment,—
(a) Will he state the basis on which the National ‘Pilisaru’ Project started by the Central Environmental Authority is implemented?
(b) Is he aware that—
(i) an agreement has been signed in 2009 between the Municipal Council of Matale and the Central Environmental Authority to start a compost project under the aforesaid project ;
(ii) an amount of Rs. 2,750,000/= has been provided to the Municipal Council of Matale by the Central Environmental Authority in terms of that agreement ;
(iii) eventhough the project had to be completed by March 2010 as per that agreement, it has not been implemented by the Municipal Council of Matale up to now ?
(c) Will he inform this House—
(i) of the measures that could be taken by the Central Environmental Authority in that respect, once the term of agreement for that project has expired ;
(ii) whether the Municipal Council of Matale can sign a similar agreement again, when it has breached the aforesaid agreement ; and
(iii) if so, of the matters on which is should be based ?
(d) If not, why ?
