(a)
(i) As per the Excise Ordinance, “Coconut Toddy” means "fermented or unfermented juice drawn from coconut tree”.
(ii) A standard for coconut toddy has not been formulated and published yet and therefore, an attempt is in progress to introduce a Sri Lankan Standard (SLS) for toddy including coconut toddy by the Sri Lanka Standards Institute with the participation of several other institutions including the Excise Department of Sri Lanka.
(iii) Sri Lanka Standards Institute will publish the Sri Lanka Standards once they are formulated.
(iv) “Fermented toddy” is the fermented juice manufactured by tapping a toddy producing tree or is the fermented form of “sweet toddy.”
(v) A standard for fermented toddy has not been formulated and published yet, and therefore, an attempt is in progress to introduce a Sri Lankan Standard (SLS) for toddy including fermented toddy by the Sri Lanka Standards Institute with the participation of several other institutions including the Excise Department of Sri Lanka.
(vi) Formulating local standards for different types of toddy is in progress, and till they are published, samples drawn from toddy consignments are sent to the Government Analyst to obtain reports of analysis including their percentage of acidity, content, the alcohol percentage etc.
(b)
(i) The responsibility of formulating the standards for toddy is left with the Sri Lanka Standards Institute and the burden of confirmation of those standards is left with the Government Analyst's Department.
(ii) Answer given in (a) (vi) above is relevant for this.
(c) Does not arise.
