105/2020 Hon. Buddhika Pathirana,— To ask the Prime Minister and Minister of Finance,— Will he inform this House— the number of raids to recover artificial toddy; the number of liters of artificial toddy seized; and the value of the fines acquired to the Government; on raids conducted by the Sri Lanka Police, the Special Task Force and the Excise Department from 01.01.2017 to 01.01.2019, in relation to each institution, separately? Will he admit that— some toddy producers have more storage facilities than required; artificial toddy are produced and stored by them; even though the Special Task Force conducts raids and seizes such artificial toddy, in enforcing the law some Excise officials release the offenders by not producing them before the Court and subjecting them for an arbitration fee by portraying them as technical defects; the production of artificial toddy is not a technical defect but some Excise officials deliberately act to defend these producers; and this results in the Government being deprived of a large tax income? Will he also inform this House— whether steps have been taken to introduce amendments to the relevant laws to stop the production of artificial toddy; and if so, what those measures are? If not, why?
