by virtue of powers vested in me by Section 27(1)(b) read with Section 25a of the Universities act, No. 16 of 1978, 1, dr. Harini amarasuriya, the minister of education, Higher education and Vocational education having obtained a report under Section 70c of the aforesaid act, in respect of the Sri Lanka Institute of Information Technology (Guarantee) Limited, a company incorporated in Sri Lanka under the companies act. by virtue of the powers vested in me by Section 20(4)(b) of the universities act, No. 16 of 1978, I, Harini amarasuriya, Minister of Education, Higher Education and Vocational Education on being satisfied that the administration of the university of ruhuna have been seriously dislocated and that the authorities of the said university have failed to restore normal conditions, do by this order, appoint Senior Prof. r. m. u. S. K. rathnayaka to be the Competent authority with effect from 25th February, 2025 for the purpose of exercising, performing and discharging in lieu of Vice-Chancellor of the university of ruhuna, any power, duty or function which has been conferred or imposed on, or assigned to the said Vice-Chancellor under the said act, or under any order, ordinance, Statute, by-law, regulation or rule made thereunder.
