Hon. (Dr.) Nalinda Jayathissa,—To ask the Minister of Development Strategies and International Trade,—
(a) Will he inform this House—
(i) whether Dr. Neville Fernando Investment Pvt. Ltd. has been granted permission by the Board of Investment of Sri Lanka to start a Higher Education Institute;
(ii) if so, of the degrees awarded by it;
(iii) of the date of entering into the agreement with that institution;
(iv) whether that agreement would be tabled;
(v) whether that company has met the condition of getting prior approval of the Ministry of Health in granting approval to award the Nursing Degree and Health Science Degree within Sri Lanka;
(vi) if so, whether the letter issued by the Ministry of Health granting approval would be tabled; and
(vii) if not, of the measures taken against that company which had breached the agreement with the Board of Investment of Sri Lanka?
(b) If not, why?

(අ) (i) වෛද්ය නෙවිල් ප්රනාන්දු පෞද්ගලික සමාගම විසින් 2008 මාර්තු 27 වන දින ආයෝජන මණ්ඩලය වෙත ඉදිරිපත් කරන ලද ආයෝජන අයදුම්පත සඳහා 2006 අංක 2 දරන ආයෝජන මණ්ඩල රෙගුලාසි අංක 07 වගන්තියට අනුකූලව, දකුණු ආසියානු තාක්ෂණික හා කළමනාකරණ ආයතනය යන නමින් උසස් අධ්යාපන ආයතනයක් ඇරඹීමට එම ආයතනය වෙත අවසර ලබා දී ඇත.
(ii) ආයෝජන මණ්ඩලය විසින් පහත සඳහන් අංශවල උසස් අධ්යාපන පුහුණු සඳහා අවසර දී ඇත.
(a) තොරතුරු තාක්ෂණය
(b) කළමනාකරණ සහ මූල්ය
(c) ඉංජිනේරු
(d) වෘත්තීය අධ්යාපනය
(e) හෙද සේවය
(f) භාෂා පුහුණුව
(g) සෞඛ්ය විද්යාව( සෞඛ්ය අමාත්යාංශයේ පූර්ව අවසරය සහිතව සෞඛ්ය විද්යා පුහුණුව ලබාදීම සඳහා)
සයිටම් ආයතනයට උපාධි ලබාදිය හැකිවනුයේ ආයෝජන මණ්ඩලයෙහි පූර්ව අනුමැතියට යටත්ව පිළිගත් විශ්ව විද්යාලයක් සමඟ අනුබද්ධවීමෙන් පමණි.
(iii) 2008 ඔක්තෝම්බර් 01
(iv) ඔව්. ඇමුණුම් 01* බලන්න.
(v) ආයෝජන මණ්ඩලය සතු වාර්තාවලට අනුව සයිටම් ආයතනය සෞඛ්ය විද්යාව සම්බන්ධයෙන් පුහුණු කිරීම් සිදු කිරීමට සෞඛ්ය අමාත්යාංශයේ අනුමැතිය ලබා ගත් ලිපියක් ආයෝජන මණ්ඩලයට භාර දී නැත.
(vi) එවැනි අනුමැතිය ලබා දුන් ලිපියක් ආයෝජන මණ්ඩලය සතුව නැත.
(vii) සයිටම් ආයතනය ආයෝජන මණ්ඩලය සමඟ එළැඹී ඇති ගිවිසුම, ආයෝජන අනුග්රාහකත්වය පිළිබඳ වූ ගිවිසුමකි. එකී ගිවිසුම අනුව එම සමාගම විසින් ගිවිසුමේ සඳහන් වන අවම ආයෝජන නිර්ණායකයන් සම්පූර්ණ කිරීම සහ පුහුණු කළ යුතු අවම සිසුන් ගණන සම්පූර්ණ කිරීම යන කොන්දේසි කඩකලහොත් පමණක් 2006 අංක 2 දරණ ආයෝජන මණ්ඩල රෙගුලාසි ප්රකාරව ආයෝජන මණ්ඩලය විසින් එම සමාගමට අදාළව පියවර ගනු ලබයි.
