Hon. Udaya Prabhath Gammanpila,—To ask the Minister of Transport and Civil Aviation,—
(a) Will he inform this House—
(i) of the reason for non availability of provisions for the purchase of train engines in the 2015-2020 Action Plan prepared by the Department of Sri Lanka Railways; and
(ii) whether an optional plan has been prepared if the said plan would not be implemented;
(b) Will he also inform this House—
(i) whether there is a plan to purchase train engines from India without calling for international competitive bids;
(ii) if so, the reason for that;
(iii) of the names of the companies that produce train engines in India; and
(iv) whether not calling for international competitive bids is in line with the principles of good governance?
(c) If not, why?

(අ) (i) වර්ෂ 1965 පමණ වනවිට දුම්රිය එංජින් 300ක් පමණ පැවති අතර දැනට ධාවන තත්ත්වයේ පවතින්නේ එංජින් 180ක් පමණය. ඒ අනුව 2015 - 2020 ක්රියාකාරී සැලැස්මෙහි දුම්රිය එංජින් මිලදී ගැනීම සම්බන්ධව සඳහන් කර නොමැති වුවත් දුම්රිය මැදිරි හා ගැල් මිලදී ගැනීම අවශ්යතාවක් ලෙස සඳහන් කර ඇති අතර දුම්රිය මැදිරි හා ගැල් ධාවනය වැඩි කිරීම සඳහා එංජින් මිලදී ගැනීමේ අවශ්යතාවද පවතී.
(ii) 2015 - 2020 සැලැස්ම අනුව කටයුතු කරමින් පවතී.
(ආ) (i) ඔව්.
(ii) ඉන්දීය ණය ආධාර යටතේ ලබා දී ඇති ප්රතිපාදනවල ඉතිරි මුදල් භාවිතා කිරීමක් බැවින් ඉන්දියාව තුළ ඇති ආයතනවලින් පමණක් මිල කැඳවීම් කර ඇත.
(iii) දුම්රිය එංජින් නිෂ්පාදනය කරනු ලබන්නේ ඉන්දීය රජයේ ආයතනයන් වන Diesel Locomotive Works (DLW), Varanasi සහ Chittaranjan Locomotive Works (CLW) යන ආයතනයි.
(iv) ලැබී ඇති ප්රතිපාදන ඉන්දීය ණය ආධාර යටතේ බැවින් එම ණය කොන්දේසිය අනුව කටයුතු කළ යුතුව ඇත.
