Hon. Gitanjana Gunawardena,— To ask the Minister of Industry and Commerce,—
(a) Will he admit that more attention must be focused on establishing new industrial estates at Local Authority level in the development of industries in Sri Lanka?
(b) Is he aware that —
(i) action has been initiated to get 50 acres released from the Kanampella plot of the Salawa Estate located in the Seethawaka Divisional Secretariat Division of the Awissawella Electorate in order to establish a new industrial estate;
(ii) it is important to develop the infrastructure of the area to establish the aforesaid industrial estate;
(iii) a new bridge is already being built across the Kelani river to connect Eswatta and Ranwala as a step towards road development centered around the aforesaid industrial estate;
(c) Will he inform this House of the progress that has been made so far with regard to acquiring the land mentioned in (b)(i) above?
(d) If not, why?

(අ) ඔව්.
කාර්මික සංවර්ධනයක් ළඟා කර ගැනීම අරමුණු කරගෙන මෙම අමාත්යාංශය මඟින් ක්රියාත්මක කරනු ලබන ප්රාදේශීය කර්මාන්තපුර සංවර්ධන වැඩ සටහන යටතේ මේ වන විට දිස්ත්රික්ක 19ක කර්මාන්තපුර 29ක් පිහිටුවා ඇත. සෑම පළාත් පාලන ආයතනයකම කර්මාන්තපුර ස්ථාපනය කිරීමට වැඩි අවධානයක් යොමු කළ යුතුය යන කරුණ පාරිසරික හා මූල්යමය සිමාකාරී සාධක සමඟ සලකා බැලේ. කෙසේ වෙතත් සෑම දිස්ත්රික්කයක්ම ප්රමාණවත් ලෙස ආවරණය කරමින් කර්මාන්තපුර ස්ථාපිත කිරීම සඳහා මේ වන විටත් අමාත්යාංශය කටයුතු කර ඇති අතර, කර්මාන්තපුර සංවර්ධන වැඩසටහන ඉදිරියටත් වර්තමාන කාර්මික ප්රතිපත්තියට යටත්ව, අමාත්යාංශයට ලැබෙන වාර්ෂික මූල්ය ප්රතිපාදන උපයෝගි කර ගනිමින් ක්රියාත්මක කිරීමට කටයුතු කරමින් පවතී.

(ඇ) කර්මාන්ත හා වාණිජ කටයුතු අමාත්යාංශයේ පාර්ලිමේන්තු උපදේශක කාරක සභාවේදී ගීතාංජන ගුණවර්ධන මහතා විසින් පුස්සැල්ලාව වැවිලි සමාගමට අයත් කනම්පැල්ලවත්තෙන් අක්කර 50ක පොල් ඉඩමක් තුළ කර්මාන්තපුරයක් පිහිටුවීම සඳහා ඉල්ලීමක් ඉදිරිපත් කර තිබෙනවා. ඒ අනුව සීතාවක කර්මාන්තපුරය ඉදි කිරීම සඳහා අදාළ ඉඩම නිදහස් කර ගැනීමට අවශ්ය කටයුතු කෙරෙමින් පවතිනවා. ඉඩමේ වගාවට හා සේවකයන්ට රජයේ බදු ගිවිසුම් අංක 260හි ඡේද අංක 3/ඩී අනුව වන්දි ගෙවිය යුතුයි. ඒ අනුව රජයේ තක්සේරුකරු වෙතින් තක්සේරු වාර්තාවක් ලබාගෙන ඉදිරිපත් කරන ලෙස "ප්රාදේශීය ලේකම්, සීතාවක" වෙත දන්වා තිබෙනවා. එම තක්සේරු වාර්තාව ලැබුණු පසු අදාළ වන්දි මුදල සහ කර්මාන්තපුරයේ ඉදි කිරීම් ඇස්තමේන්තුව ද ඇතුළත් අමාත්ය මණ්ඩල සංදේශයක් ඉදිරිපත් කිරීමට අපේක්ෂා කෙරෙනවා.
