Hon. Vijitha Herath,— To ask the Minister of Public Administration, Provincial Councils, Local Government and Democratic Governance,—
(a) Will he inform this House of—
(i) the number of Heads of Department posts out of the posts of Special Grade of the SLAS as indicated in Appendix 'A' to the First Schedule in the Service Minute of Sri Lanka Administrative Service;
(ii) the appointing authority of those posts of Special Grade of the SLAS as indicated in the said list;
(iii) the procedure adopted in appointing to the posts of Special Grade of the SLAS;
(iv) the number of non-SLAS Officers who have already been appointed to the posts of Special Grade of the SLAS; and
(v) the number of posts of Special Grade of the SLAS, which fell vacant during the period from 02.07.2012 to 01.01.2014 their designations and the relevant institutions, separately?
(b) Will he table the names of the officers who have fulfilled all qualifications and called for the interview for the promotion to the Special Grade from Grade I of the SLAS which was held in August, 2014, their dates of appointment to the Grade I SLAS, the effective dates of their Degree, the awarding university and the post graduate discipline of the Degree, separately?
(c) If not, why?

(අ) (i) පනස් හතයි. (57)
(ii) දෙපාර්තමේන්තු ප්රධානීන් වන විශේෂ ශ්රේණියේ තනතුරු සඳහා පත් කිරීම් බලධාරියා වන්නේ අමාත්ය මණ්ඩලය වන අතර දෙපාර්තමේන්තු ප්රධානීන් නොවන විශේෂ ශ්රේණියේ තනතුරු සඳහා රාජ්ය සේවා කොමිෂන් සභාව විසින් පත් කිරීම් සිදු කරනු ලබයි. තවද, පළාත් සභා තුළ පවත්නා ශ්රී ලංකා පරිපාලන සේවයේ විශේෂ ශ්රේණියේ තනතුරු සඳහා නිලධාරින් පත් කරනු ලබන්නේ ඒ ඒ පළාත් සභාවන්හි ගරු ආණ්ඩුකාරවරුන් විසිනි.
(iii) 1842/2 හා 2013.12.23 දිනැති ශ්රී ලංකා පරිපාලන සේවා ව්යවස්ථාවේ පවතින විශේෂ ශ්රේණියට උසස් කිරීමේ විධිවිධාන පරිදි ඒ ඒ වසරේ ජනවාරි 01ට හා ජූලි 01ට පවත්නා පුරප්පාඩු මත රාජ්ය සේවා කොමිෂන් සභාවේ අනුමැතිය පරිදි උසස්වීම් ලබා දෙනු ලබන අතර, එම නිලධාරින් අතරින් පුරප්පාඩු පුරවනු ලැබේ.

(v) කළමනාකරණ සේවා දෙපාර්තමේන්තුවේ අධ්යක්ෂ ජනරාල් විසින් 2014.02.19 දිනැතිව ලබා දුන් නිර්දේශ අනුව 2013.01.01, 2013.07.01 හා 2014.01.01 දිනැතිව අනුමත ශ්රී ලංකා පරිපාලන සේවයේ තනතුරු සංඛ්යාව පිළිවෙළින් 287, 299 හා 304ක් වේ. එම දිනයන්ට අදාළව ශ්රී ලංකා පරිපාලන සේවයේ නියුක්ත නිලධාරින් සංඛ්යාව පිළිවෙළින් 260, 274 හා 294ක් වන අතර ඒ අනුව පවත්නා පුරප්පාඩු සංඛ්යාව පිළිවෙළින් 27, 25 හා 10කි.
මෙහිදී පුරප්පාඩු පවත්නා එක් එක් කාර්යාලයන්ට අදාළ තනතුරු වෙන් වෙන් වශයෙන් දැක්විය නොහැකි අතර ඊට කරුණු රාශියක් බලපායි. එම කරුණු අතර ශ්රී.ලං.ප.සේ. විශේෂ ශ්රේණියේ උසස්වීම් ලබා ඇති නමුත් විශේෂ ශ්රේණියේ තනතුරු නොදරන නිලධාරින් සංඛ්යාව, ශ්රී.ලං.ප.සේ. විශේෂ ශ්රේණියේ තනතුරු දරන පහළ ශ්රේණිවල නිලධාරින් සංඛ්යාව, ද්විතීයනය පදනම මත මුදා හරිනු ලැබ සිටින නිලධාරින් සංඛ්යාව හා වෙනත් කරුණු ද වේ. මෙම කරුණු බලපාන ආකාරය ඇමුණුම 01 මඟින් දක්වා ඇත. ඇමුණුම 01 සභාගත* කරමි.
මෙම පුරප්පාඩු පිළිබඳ විස්තර රාජ්ය සේවා කොමිෂන් සභාව වෙත ඉදිරිපත් කරන ලද අතර රාජ්ය සේවා කොමිෂන් සභා ලේකම්ගේ අංක PSC/APP/7/645/2014 හා 2014.05.20 දිනැති ලිපිය මඟින් පහත පරිදි උසස් වීම් සඳහා අනුමැතිය ලබා දී ඇත.
