(a) Will he inform this House—
(i) separately, the steps taken by the Ministry of Justice in the years 2010, 2011, 2012 and 2013 to reduce the backlog of the civil courts of first instance; and
(ii) whether Judicial activities in the civil courts of first instance are carried out in a considerable speed?
(b) If not, why?

(a) (i) The Ministry has taken a number of initiatives to reduce the backlog of civil cases during the years 2010 to 2013. Three Civil Appellate High Courts and 24 District Courts were established with a view to reducing the backlog of cases. I table* Annex I. Presently 20 Civil Appellate High Courts are functioning. Several Training Programmes for District Judges have been conducted by the Judge's Institute with a view to enhancing their capacity and to expedite civil cases.
Three hundred and twenty six Mediation Boards function in the Island and this helps both to prevent matters going to courts and also to reduce the backlog of cases. Further, the Ministry has introduced the 5S system in a number of courts with a view to enhancing the efficiency of court registries.
Twenty four Legal Aid Centres were established during the years 2010 to 2013. I table* Annex II.
In 2013, the Government Analyst's Department was shifted to a new building equipped with state-of-the-art technology in order to enhance the capacity of the officers and expedite the issuing of reports which contribute in great part to the expeditious disposal of cases.
We have also finalized an amendment to the Civil Procedure Code to introduce Pre-trial Proceedings. The draft has been submitted to Cabinet.
