Hon. P. Harrison,— To ask the Minister of Child Development and Women’s Affairs,—
(a) Will he state—
(i) the total number of pre-schools located in Anuradhapura District under Early Childhood Development Programme;
(ii) separately, the number of the aforesaid pre-schools found in each Divisional Secretariat Division;
(iii) the number of pre-school wardens serving in each of the aforesaid Divisional Secretariat Divisions;
(iv) the names and addresses of those wardens; and
(v) whether there is a programme for recruiting the aforesaid pre-school wardens to permanent government service ?
(b) Will he also state—
(i) the condition of the buildings in which these pre-schools are conducted;
(ii) the number of pre-schools which do not have permanent buildings;
(iii) separately, the number of pre-schools which have been provided with electricity facility in each Divisional Secretariat Division;
(iv) whether an allowance is granted the pre-schools; and
(v) if so, the value of that allowance ?
(c) Will he further state—
(i) whether action will be taken to provide electricity, toilet and building facilities to the pre-schools which do not have those facilities; and
(ii) as to what facilities are provided to the pre-schools by the North-Central Provincial Council ?
(d) If not, why?

Sir, on behalf of the Minister of Child Development and Women’s Affairs, I answer the Question.
(a) (i) 903.

(b) (i) Sixty five per cent of the pre-school buildings in Anuradhapura District possess 50 per cent of qualitative level while 15 per cent of those buildings possess 40 per cent of qualitative level. Ninety per cent of these are housed in non-government buildings.
(ii) 458.
(iii) Forty five per cent of these pre-school buildings had electricity by May, 2013 while others are not supplied with electricity.
(iv) No allowance is paid for pre-schools. However, the Chief Warden of pre-school gets an allowance.
(v) An allowance of Rs. 1,000 is paid to each Chief Warden of pre-schools monthly out of Provincial Council funds.
(c) (i) Arrangements are being made by the Pre-childhood Education Development Authority of the North-Central Province to provide electricity, toilets and buildings to those pre-schools which do not have such facilities. Accordingly, toilet facilities are provided while renovating buildings. This year, a special project is underway to fulfil the shortages of selected pre-schools in the Province covering all Divisional Secretaries’ Divisions, which also provides electricity and building facilities.
(ii) Facilities provided to pre schools by the Pre-childhood Education Development Authority of the North-Central Province are:
· equipment to play areas of pre-schools.
· furniture such as children’s desks, chairs, almirahs and equipment such as water filters.
· toilets for pre-schools.
· funds for the refurbishment of existing buildings.
· a payment of Rs. 1,000 to Chief Wardens of pre-schools.
(d) Not relevant.
